The possibility of one-time or partial payment of the funding to the institution is provided for by the amendment of the Joint Ministerial Decision concerning the program “Recycle, change water heater” and was published in the Government Gazette.

In detail, the KYA which was published in the Government Gazette (Government Gazette B’ 4931/28-08-2024) states that the following were decided:

The amendment of the joint decision of the Ministers of Finance, Development & Investments and Environment & Energy under data YPEN/ESPAEN/41171/650/13-04-2023 (item 30 above) “Designation of a certification body for the replacement and retirement of domestic hot water production systems and payment of financing for the implementation of actions to replace domestic hot water production systems with solar thermal systems” (Î’’ 2557), as follows:

A. Article 3 “Payment of funding to the Agency”, is replaced as follows:

“Article 3

Payment of funding to the Agency

1. The payment of the funding to the Body referred to in Article 1 hereof, with which the contract referred to in Article 2 hereof will be concluded, is carried out once upon a request from the body or in parts depending on the progress of the completion of the applications and the progress of the action.

2. In the case of partial payment, the following shall be paid:

a) 1st installment, as an advance payment, amounting to a percentage of up to 30% of the budget of the action managed, upon signing the contract and after a relevant request from the body,

b) subsequent installments, depending on the completion of the applications and the progress of the action.

3. In any case, the payment of the funding to the Agency and then to the beneficiaries is made without any deduction or reservation in favor of third parties, which may reduce the amount of funding to which the beneficiary is entitled.

4. The request for the payment of the funding, which constitutes an indirect payment (grant), is submitted to the Directorate of Financial Management of the Ministry of Finance, as an accountable administrator, by the Implementation and Control Body, accompanied by the following supporting documents:

a) Status of supporting documents kept by the Control Body, namely:

– Request of the Agency for the payment of the financing

– In the case of partial payments, Responsible Declaration of good execution of the Agency for the financing it has already received, (for all installments except the 1st)

b) Responsible statement of the Body regarding non-pledge/assignment of the payment

c) Certificate of tax awareness of the Entity d) Certificate of insurance awareness of the Entity e) Document from which the details of the account of par. 5 can be derived

f) In the case of partial payments, certification of payment of the funding of the Implementation and Control Agency (for all installments except the 1st)

g) Consent opinion of EYD PEKA & POLPRO

5. The organization opens an interest-bearing bank account for the action related to the grant for the transfer of financing.

6. The procedure for paying each installment is done in accordance with no. 134453/23.12.2015 (B’ 2857) joint ministerial decision on payment arrangements for P.D.E. expenses, as each time applicable.

7. In the account of par. 5 of this article, any refunds of payments or amounts from accruals are also deposited. These amounts, as well as the interest that may be generated from the remaining of the deposits as above in the above account, constitute revenue of the public investment budget and are available exclusively for the purposes of the action. Any unallocated amounts of the account, after the completion and payment of the action, are deposited by the body, under the care of the Implementation and Control Body for the monitoring of the Body’s work, in the existing account of unallocated balances of past financial years held at the Bank of Greece.

B. Paragraph 3 of article 5 “Compensation to cover the Agency’s management costs” is replaced as follows:

“3. The amount of the above-mentioned compensation is determined after an audit of the Agency’s expenses and cannot in any case exceed 1.5% of the budget according to which the action is announced, including the relevant VAT. »

C. Paragraph 6 of article 5 “Compensation to cover the Agency’s management costs” is replaced as follows:

“6. The payment of the Agency’s management costs is done in accounting, with the submission of the necessary documentary evidence documenting the realization of the costs in question, following a request from the Agency which is submitted once the payment to the beneficiaries of the funding it has received is completed and the certification of the par 7 of this article.”

D. For the rest, the joint decision of the Ministers of Finance, Development and Investments and Environment and Energy under the information YPEN/ESPAEN/41171/650/13-04-2023 “Designation of a certification body for the replacement and withdrawal of hot water production systems for use and payment” applies of financing for the implementation of actions to replace domestic hot water production systems with solar thermal systems” (B’ 2557).
