“No water should become power,” said the mayor of Athens Haris Doukas, among other things, the resolution was approved by the body
A resolution of any decisions leading to the over -pricing of water and its commercialization was recommended to the Municipal Council by the Mayor of Athens Haris Doukas at today’s meeting.
“No water should be,” he said, among other things, during his report.
The resolution was approved by the body and states:
“The government, despite the successive decisions of the CoE that guarantee water as a public good, insists illegally and abusively into its commercialization.
We remind the government’s insistence to bypass the CoE’s decisions:
The beginning was with the integration of water supply services to the Waste, Energy and Water Regulatory Authority (RAAE), a principle that showed its moods with electricity invoices, which allowed them to launch into unacceptable heights. Then, last September, the new Water Services Pricing JMO was published (Government Gazette B ‘5438/27.09.2024), which adopts a purely accounting but also speculative pricing policy for water.
With the new JMD, the government ” sets up ” an uncontrollable, by the State, a mechanism of cost-pricing of waters all over Greece and all uses (water-rhythm-segregation), thus removing pricing responsibility from public bodies (government (government) , Municipalities). Such a perspective heralds a dystopian future for the vital good of water, corresponding to that of the current. These policies lead to:
– uncontrolled invoice increases, making water expensive and inaccessible for many households.
-Uncertainty about the quality and sustainability of water supply-sewage services and ease of deprivation of private interests.
– Risks to public health due to precarious access to appropriate water.
– Risks to the country’s nutritional competence, due to limiting instead of rationalizing irrigation.
Workers in the competent public and municipal businesses for water management and their trade unions, environmental organizations and citizens from all over the country have joined to cancel the new JMD. They filed an application for annulment to the Council of State, with the aim of annuling a joint ministerial decision (Government Gazette B 5438/27.09.2024) for the “Determination of the General Rules of Costing and Pricing of Water Services. Improvement measures, procedures and method of recovering the cost of water services in its various uses. “
We support the JMD’s Cancellation Application to the CoE:
The plenary of the Supreme Court of Appeal for the second time in its history will review the issue of water costing. The unanimous decision of 2022 (2519/2022) canceled the previous pricing JMD, stressing that water is not a commercial product, but a public good. The same issue is raised again before the CoE, as the new JMD reproduces the same arrangements, even more adversely, which have already been deemed unconstitutional.
– We explicitly state that water is a vital human right! It is not a commodity. It is not costly in market terms.
– We ask that the water pricing algorithm, their investment expenditure and their depreciation, at the municipal and inter -municipal level, are excluded from their costs so that their costs do not borrow citizens.
– We are claiming to annul the new Joint Ministerial Decision (JMD) on water pricing and to dismiss water services by RAAE.
– We support the request for cancellation of the JMD filed with the CoE. “
