The Council of Statewhile drafting a Presidential Decree amending the National Intelligence Service (NIS), notes that the courts and their registries have been left unprotected by cyber attacks.
More specifically, a draft Presidential Decree was submitted to the ED Department of the CoC, which brings amendments and additions to the EYP organization, which, among other things, concern the structure and responsibilities of the service of the “Center for Technological Support, Development and Innovation” and of the Cyberspace address.
It should be noted that the Cyberspace Directorate is responsible for dealing with cyber attacks (national CERT) within the national Cyber ​​Security network for cyber attacks against public bodies, such as the Prime Minister, the ministries (except the National Defense), the supervisors of ministries, etc.
The CoE, at first, considered the draft Presidential Decree legal with its opinion No. 27/2022, but states that the bodies supported by the cyber directorate of the EYP, do not include the courts and their secretariats.
The CoE adds that “Justice” and the “judicial function” in general must be included in the face of cyber attacks, as they are a critical area cybersecurity».
