University Bill: The changes in four axes

The bill for “strengthening the quality, functionality and the connection of the HEIs with the society” was presented today in Cabinet the Minister of Education and Religions, Niki Kerameos, according to ministry sources. The University that will be created, it is emphasized, on the one hand “multiplies the perspectives of the students and expands their horizons – both in cognitive / academic and professional level”, while it motivates the faculty members to innovate and encourages them to evolve, through a more meritocratic, higher quality and less bureaucratic framework “.

At the same time, “the Greek University is evolving into a living cell of exploration, communication, action and expression, which pioneers and leads the scientific developments of the 21st century and strengthens the development model of the country, with Universities that disseminate the benefits to society, while conversing with productive fabric, as well as the labor market “. As it is typically stated, “the University becomes more extroverted, it functions within the society, for the society”.

The bill is structured in four axes:

First, “Upgrading the quality of universities, through the modernization of study programs, the strengthening of research activity and the creation of a modern, more meritocratic system of election and development of faculty members”. Indicatively, there are joint / double undergraduates between university departments, internal “Erasmus” (eg a law student can attend a semester in Architecture), professional postgraduate, internship enhancement, industrial doctorates (eg candidate is doing his dissertation on a new way of waste management, which industries are looking for in collaboration with them), a framework for attracting visiting professors and researchers from abroad and a “modern, meritocratic system of teacher selection and development”.

Secondly, “Strengthening the functionality of universities”. Institutional tools are used “to enhance the efficiency and organizational operation of HEIs, in addition to Organization / Rules of Procedure, while freeing up the framework for conducting research on bureaucratic malfunctions”. For example: Multiannual Strategic Plan and targeting system, Digital Transformation Plan, Sustainability and Development Plan, Disability Access Plan, Liberalization of a framework for financial management of research projects / programs.

Thirdly, “Promoting the connection of universities with society”. It concerns the utilization of research results and the strengthening of entrepreneurship, the provision of services from laboratories to citizens / institutions, the enhancement of lifelong learning and the support of internationalization and the development of collaborations. Indicatively, the above will be achieved through the establishment of a more complete framework for start-ups of students / doctors / pre-incubators (incubators / pre-incubators), the provision of services from university laboratories to citizens / institutions, the possibility of organizing training programs, summer / winter and support for the internationalization and development of partnerships “.

Fourth, “the modernization of DOATAP” is launched with the establishment of a flexible framework for academic recognition of degrees from Universities abroad. Indicatively, the establishment of Registers of academically recognized Universities abroad and the foreign study programs of each cycle will proceed and the abolition of the individual application for the issuance of an individual act of academic recognition by the citizens who have studied at the above universities. their studies in Greece, ie there will be automatic academic recognition if the candidate falls into the categories of the Register.
