The findings of the Committee on Financial Audit of the Ministry of Finance and the Certified Accountants’ Society, which has made the audit on behalf of the Region (today’s administration) are released today by SKAI, in the context of the “Over -Procurement Party” case in the recycling houses.
It is recalled that this is a supply of more than 200 recycling houses in 2020, instead of a total of 83 million euros from the Attica Region and the Peloponnese Solid Waste Management Bodies.
In 2023, the Committee on Financial Audit was carried out at the behest of the European Commission and resulted in critical findings that lead to the conclusion that we are talking about a photographic “set up” competition.
More specifically, the two companies that participated- one Greek and one American- are not independent economic operators but are in common financial interest and are in fact a company since the owner is the same person.
Specifically, the Greek company is the commercial representative of the American company in our country.
At the same time, it was found that EDSNA, as opposed to the Committee on Financial Audit, had not- as it should have done- market research, for where to buy the cheapest houses when it did the commission.
The Commission has, for example, addressed to some companies selling the same product and found that a particular company reported as a price of such machines from 66,000 euros to 97,000 euros per piece.
However, the contractor selected, sold to EDSNA, Elliniko and the other two bodies for 300,000 euros.
In addition, these houses were not exactly the very specific specifications described by the competition.
The Court of Auditors nevertheless gave approval for their procurement, which, in conclusion, is noted by the Committee on Financial Audit which emphasizes the fact that the problem of the case was not found.
Equally important is the finding of the Committee on Financial Audit that EDSNA unlawfully entrusted the company “Recycling” to essentially take the management of the content that came from these recycling homes.
