The platform for providers of Early Childhood Intervention services was opened today. The Ministry of Social Cohesion and Family invites potential Providers to submit an application for registration in the PPP Provider Registry through the electronic platform proimi.eetaa.gr, which is posted on the E.E.T.A.A. website.

Prospective Providers wishing to participate in the pilot Early Intervention Program should submit an online application for participation starting Monday, October 20, 2025 at 01:00 am. until Monday, November 3, 2025 at 11:59 p.m., accompanied by the required supporting documents.

The program is financed by resources of the Recovery and Resilience Fund, with a total budget of 12 million euros, and concerns more than 2,500 children up to 6 years old with disabilities or developmental disorders.

Early Family Centered Child Intervention services are a network of individualized services, provided based on a family-centered approach and intervention, to prevent or minimize limitations in children who exhibit or may exhibit a developmental disorder or disability and promote the potential of these children and general family well-being.

For the potential Beneficiaries, the submission of applications to participate in the program will begin at the beginning of November 2025, following a relevant Invitation.

The results will be announced, based on a scoring and ranking system, by the end of 2025, after the EETAA has evaluated the applications of the interested parties.

The following have the right to register in the Register of PPP Service Providers:

a. Legal entities under public law, which are active in the provision of social care services to children and/or persons with disabilities and are supervised by the Ministry of Social Cohesion and Family.

b. Private non-profit legal entities that provide services in general to children or persons with disabilities and have a certification of Article 5 of Law 2646/1998 (Α΄ 236), which is in force or in the case that it has expired, have submitted a request for its renewal before its expiration, which has not been rejected.

c. The Local Self-Governing Organizations of the first degree and the legal entities of public law supervised by them.

d. Legal entities under public law that are supervised by the Ministry of Health.

e. Public or private legal entities operating Mental Health Units of Law 2716/1999 (A’ 96), provide services to children and/or persons with disabilities and are supervised by the Ministry of Health.

f. The special treatment centers of article 45 of the joint decision of the Deputy Ministers of Finance and Health under the data EALE/G.P.80157/31-10-2018 “Amendment and replacement of the joint ministerial decision under data EALE/G.P.46846/19-06-2018 (B` 2315), with content “Uniform Regulation of Health Benefits (EKPY) of Ethnikos Organization for the provision of health services (EOPYY)”” (Β΄ 4898).

g. The approved organizations or bodies of article 51 of Law 4139/2013 (A΄ 74).

Provider Application Process

Potential providers will be able to register, process and submit their application as well as submit any objections.

Providers create a personal account on the platform, by entering the following information:

– Tax Identification Number of the Provider candidate

– Provider candidate name and email

– Password selection (kept encrypted)

Registration is a prerequisite for submitting an application.

The information system enables the connection of the candidate provider, the identification of applications, the posting of supporting documents, the updating of the status of applications and objections.

Upon final submission of the application, the data will be stored in the information system.

Conditions and necessary supporting documents for the registration of Providers in the PPP Registry

a. Statute or organization or operating regulation in which the purpose is described as the provision of supportive services to children or to children with disabilities and

b. interdisciplinary team, as defined in article 7 of the 4510/2024.

In order to be registered in the Registry, Providers should upload the following documents to the electronic platform in a non-editable format:

a) Constituent act or statute or organization or operating regulation or any other document provided for by the applicable institutional framework governing the establishment and operation of the Provider, legally published, and in which the purpose is described to be the provision of supportive services to children and/or children with disabilities.

b) Legalizing document legally published from which the Legal Representative of the Provider can be obtained.

c) Responsible Declaration of the Legal Representative of the Provider, through gov.gr, in which the details of the members (name, specialty, tax ID number, basic degree, license to practice profession, type of relationship/contract, contact information linking the member to the Provider) who make up the Interdisciplinary Early Childhood Intervention Team of the Provider, and that they will be employed at pilot program of Early Childhood Intervention until its end.

It is noted that the Interdisciplinary Team will necessarily consist of at least six members and more specifically of:

a developmental pediatrician or child psychiatrist or child neurologist,
a psychologist,
a social worker,
an occupational therapist,
a speech therapist and
a specialty member: physical therapist or special educator or a graduate of a physical education department with a specialization in special education.
The existence of an interdisciplinary team with at least the above composition is a necessary condition for a Provider to participate in the Program.

Additionally, and in addition to the above specialties, other professionals can participate in the interdisciplinary team, such as nurses, play therapists, drama therapists, special physical education and therapeutic swimming teachers

Exceptionally for Providers based in small Island Municipalities (article 2A of Law 3852/2010) and in Mountainous – Disadvantaged Municipalities (Article 209 of Law 3852/2010) the interdisciplinary team may consist of at least two of the specialties: developmental pediatrician, child psychiatrist, child neurologist, pediatrician, psychologist, social worker, speech therapist, occupational therapist, physical therapist and/or special educator.
