Vaccines for all: Government initiative in the fight against inequality

The initiative entitled “Vaccines for all” will be implemented with its assistance local Authorities but also in collaboration with its agencies civil society.

THE vaccination of vulnerable persons will be done either in the polyclinics of the Civil Society Institutions, or through Mobile Units.

An important initiative in the direction of health shielding and vaccination of our vulnerable citizens against COVID-19 disease, is carried out by the Government, in order to increase the access of these groups to the vaccination process both for the protection of their health and to limit the spread of coronavirus.

It is a common belief that there is an inescapable need to achieve equal access to vaccination for all. In this light, the Ministries of Health / Secretary General of Public Health, Immigration and Asylum / Secretary General of Reception, Labor and Social Affairs / Secretary General of Social Solidarity & Anti-Poverty with the support of the Presidency of the Government have worked closely with the Government. of Civil Society, in order to inform and vaccinate our fellow human beings living in precarious conditions such as:

(a) nationals and foreigners living in homeless conditions;

b) third-country nationals, regardless of the legality of residence;

c) mobile populations,

d) people with substance abuse problems or addicts;

e) in general all groups of the population with limited access to public goods, as well as to social and economic life.

The initiative is based on two axes:

1) Involvement of the Local Authorities of the First Degree in the issuance of a temporary AMKA for vaccination (PAMKA) and a Vaccination Certificate through the social services, the Immigrant Integration Centers (KEM) and the Community Centers.

Regarding the actions of the social services of the municipalities regarding the granting of PAMKA, the General Secretariat for the Reception of Asylum Seekers has already received applications from 80 Municipalities and the total number of participating bodies already reaches 114. In addition, it has been sent , educational material, which contains guidelines for users who will perform PAMKA.

2) Cooperation with Civil Society Organizations in the vaccination of vulnerable populations:

The General Secretariat of Public Health of the Ministry of Health has already issued a call for expressions of interest (https://www.moh.gov.gr/articles/health/emboliasmoi-covid-19/9991-prosklhsh-ekdhlwshs-endiaferontos-gia-entaksh-forew -ths-koinwnias-twn-politwn-sto-ethniko-programma-emboliasmwn-kata-ths-covid-19) by which he called on the members of the Civil Society to participate non-profit in the process of vaccination of the above vulnerable groups. The response of the NGOs and their cooperation so far in this project is very important and is a legacy for the future.

The General Secretariat of Public Health examined the applications for participation of civil society organizations and it is worth mentioning that the contracting of 5 civil society organizations has already taken place with the competent Ministry of Public Health. More specifically, the bodies that will be included in the National Vaccination Program against COVID-19 are the PRAKSIS Associations, Doctors of the World, the Hellenic Red Cross, Doctors Without Borders and SAMS.

Coordination meetings and the corresponding trainings for carrying out the act of vaccination will follow.

Vaccination of vulnerable people will be done either in the polyclinics of the Civil Society Institutions, or through Mobile Units, according to the rules of medical science and ethics, hygiene and safety and the planning of the National Vaccination Program against coronavirus COVID-19.

Finally, it is worth noting that during the PAMKA performance, the vaccination and the issuance of a vaccination certificate, but also the movement to and from the vaccination centers or the services that issue these certificates, the arrest for illegal stay and work is not allowed. This is because the protection of public health of both the vaccinated and the host society is a supreme asset, which is not linked to the status of residence.
