Ambassador Ioannis Raptakis and Lieutenant General Georgios Kellis are new deputy commanders in the EYP

By decision of Prime Minister Kyriakos Mitsotakis, Ambassador Mr. Ioannis Raptakis and Lieutenant General Mr. Georgios Kellis are appointed to the positions of the two Deputy Commanders of the National Intelligence Service.

As announced by the press office of the prime minister, “the Deputy Commanders will cooperate with the Commander in order to fulfill the mission of the Service for the defense of the National Security of the country, in the context of the recent legislative initiatives for the EYP taken by the Government, with the aim its radical restructuring”.

Who is Ambassador Ioannis Raptakis?

Ioannis Raptakis has a long tenure in the Diplomatic Corps.
He studied Political Science in Athens and International Relations and International Law at the Diplomatic Academy of Vienna.
He speaks English, French, German and Spanish.
He entered the Ministry of Foreign Affairs in 1985.
Ambassador to the United Kingdom (2020-2023), Vietnam and Laos (2017-2019), India, Sri Lanka, Nepal, Bangladesh and the Maldives (2012-2015).
Permanent Representative to the International Maritime Organization (IMO) (2020-2023).
Consul General in Sydney (2004–2007) and Bucharest (2001–2003) as well as Consul in Perth (1989–1993).
Deputy Head of Embassies in Buenos Aires (1997–1999) and Dublin (1993–1996).
Director at the Ministry of Foreign Affairs for South East European Countries (2019–2020), for CFSP/CFSP (2015–2017), Justice, Home Affairs and Schengen (2009–2011), as well as Integration and Economic and Monetary Policy (2008).
President of the Working Groups of the European Union for Visas and Schengen Evaluation (2003) as well as the Leading Expert of the E.U. on the Evaluation of the Correct Application of the Acquis on Visas (2003, 2011, 2012).

Who is Lieutenant General Georgios Kellis?

Former GES Deputy Chief and Lieutenant General Georgios Kellis was born in 1964 in Xanthi. In 1982 he entered the Evelpidon Military School, from which he graduated in 1986 with the rank of Second Lieutenant Engineer. He is a Graduate Civil Engineer from the Democritus University of Thrace, holding a Master’s Degree with a specialization in New Materials and Technologies in the Design of Reinforced Concrete Projects and a Doctoral Candidate at D.P.Th.

He attended all the prescribed schools of the Military Weapons. At the same time, he has graduated from the Technical Training School for Engineer Officers.

In 2000 he served as the Design Department Officer of SEEBRIG in Plovdiv, Bulgaria, while in 2004 he graduated from the Higher Multidisciplinary War School.

During his career as a senior officer, he served as the Director of the 732 Directorate of Military Works in Xanthi, and as the Commander of the 25th LMH and the 724th TMH of Xanthi.

In 2008 he served as the Training Director of the NATO Engineering Center of Excellence, in Ingolstadt, Germany.

With his promotion to Colonel in 2011, he studied at the National Defense School and was then assigned as an Engineer Commander in the SSS.

In 2016, he was promoted to Brigadier General and placed as the Commander of the Engineer Brigade at the 3SS/NRDC-GR, and then as the Director of the Infrastructure and Environmental Protection Division at the GES.

In 2019, having been promoted to Major General, he is placed at GES, as the Director of the Engineering Division. In 2020, he will be assigned the duties of the Director of the 3rd Branch of the GES.

On March 01, 2021, he was promoted to Lieutenant General and, by decision of the KYSEA, assumed the duties of Deputy Chief of the GES from which he was demobilized with the last crises on 1/17/2023.
With his retirement, he bears the title of Honorary Deputy Chief of the General Staff of the Army

He is conversant in English and Bulgarian.
