Message in Ankara for immigration seems to be given by the EU Summit based on the draft conclusions of the Summit presented by APE-MPE.

The extraordinary Summit of European leaders is scheduled for Thursday and Friday in Brussels, to discuss, mainly, the development of the war in Ukraine and the EU’s solidarity with Kyiv.

The European Council is expected to condemn attempts to instrumentalize migrants for political purposes, especially when used as part of hybrid destabilizing actions

Immigration, it is emphasized, is a European challenge that requires a European response.

In addition, it is underlined that the European Union will intensify its action to prevent irregular departures and loss of life, reduce pressure on EU borders and reception capacities, fight traffickers and increase returns. This will be achieved by intensifying cooperation with countries of origin and transit through mutually beneficial partnerships, while all migration routes must be covered, the draft says.

The existing action plans for the Western Balkans and the Central Mediterranean should be implemented, the actions for the Atlantic and for the Western and Eastern Mediterranean should be strengthened and further action plans should be presented by the Commission as soon as possible, with a view to rapidly easing the pressure on the most affected member states, the leaders of the 27 EU member states are also expected to underline.

It is underlined that the engagement of the EU and Member States with countries of origin and transit will be intensified in a coordinated way, including through high-level contacts, with the aim of strengthening their capacity to manage borders, prevent irregular flows, destroy traffickers’ business model and increasing returns.

Finally, the European Council is expected to call on the co-legislators to complete work on the Pact on Migration and Asylum.

Ukrainian: Condemnation of Russia

The European Council is also expected to reiterate its strong condemnation of Russia’s war of aggression against Ukraine, which is a clear violation of the United Nations Charter.

At the same time, the European Council is expected to reiterate its strong commitment to accountability. Regarding the economy, the draft conclusions point out that in view of the new geopolitical reality, the European Union will act decisively to ensure its long-term competitiveness, prosperity and role on the world stage.

It is also noted that the European Union will strengthen its strategic sovereignty and make its economic, industrial and technological base suitable for the green and digital transition. It will deepen the single market and ensure a level playing field both domestically and globally.
