Filed for a vote in the Parliament, the bill – broom of the Ministry of the Interior entitled “Innovation System in the public sector – Regulations of the General Secretariat of Human Resources of the Public Sector – Regulations for the operation of the OTAs first and second degree and decentralized administrations and for the well-being of companion animals – Other urgent regulations of the Ministry of the Interior”.
For innovation in the public sector, regulations are introduced that encourage institutions to innovate, the necessary tools are created for the development of know-how in terms of innovation, the infrastructure and flexible programs necessary for innovation are ensured, while the financing of new ideas is foreseen with the aim of prototyping.
It is foreseen even, the unified treatment of time debt limitation to the municipalities after a period of five years, starting the following year from the origination of the debt.
The possibility is provided to the State to request to be proclaimed illegal and abusive a strike in cases of assignment of responsibilities by the central administration to OTAs or other NPDDs, with the transfer of the relevant employees.
In provision for the municipal police, it is proposed that the validity of the pre-obtainable tables begins on 1.1.2023 and for those who register those municipal police officers who complete the required service time for the promotion from 1.1. 2023 until 30.4.2024.
It decreases moreover, from 80% to 60%, the minimum required percentage of municipal communities to draw up a combination for participation in municipal elections. In the explanatory report it is stated that with this amendment, it is sought to achieve a greater participation of citizens in the electoral process, as the conditions for drawing up a combination are simplified.
Also, in case of death child of a public or municipal employee, it is foreseen to grant to each employee parent, a continuous leave of 20 days.
in relation to the original text that was posted in the public consultation and had over 1,500 comments, the provision for the changes to the scoring basis of the ASEP written competition 1C/2022 for 822 positions in the Independent Public Revenue Authority (AADE) was promoted. In particular, the base score provided for in the notice, for the university and technological education categories, to fill the vacant positions that will arise after the publication of the final results, is reduced to 40 points in each individual course and to 50 points in the overall score .
The bill will be introduced to the competent committee of the Parliament next Monday.
