The president of PASOK-KINAL severely criticized the government actions of the ND by describing the reforms that PASOK-KINAL seeks and separated, in essence, his programmatic proposal from what SYRIZA proposes.
The program of the PASOK-Movement for Change, with which it commits itself to the citizens and will come to the exploratory orders after the elections, was presented at noon by Nikos Androulakis .
At the same time, he presented the persons who make up the State ballot, which is known to be headed by Panagiotis Doudonisand honorably in the last place the former minister Nikos Christodoulakis, who together with Ilias Kikilia, was responsible for coordinating and preparing the program.
It’s about coherent 12-point program with a strong social-democratic and reformist stamp, which is addressed to specific productive and social groups. “Gospel”, as Nikos Androulakis characterized it, “for programmatic negotiation and the formation of a cooperation government”.

At the same time, he rejected “we say one thing and do another” and reiterated his position that PASOK will enter into negotiations for the formation of a government from the first Sunday of the elections, if his party receives a strong double-digit percentage.
Nikos Androulakis said that it has deep roots in Greek society and the responsibility of all of them is now the regeneration of the faction and the homeland”. “I see the climate throughout Greece. I am sure that PASOK will have a strong percentage, which will create conditions for brave change for a strong Greece with social justice”, he added.
The 12 priorities of PASOK-KINAL:
1. Changes in the state
• Transparency: All decisions in Transparency.
• Merit: No recruitment in the State except ASEP.
• Departisanship of the state and selection of Governors of Organizations and Hospitals with an international open competition and a 5-year term.
• Strengthening of independent authorities.
2. Human rights
• An open society, without discrimination and exclusion, for all citizens.
• Repeal provisions of the wiretapping cover-up law with a new non-secrecy Commission of Inquiry.
3. Work with rules and dignity
• The minimum wage is determined after negotiations of the social partners and immediate unfreezing of the three years.
• Repeal the provisions of the ND Law on working hours, dismissals, SEPE.
• Rules for new job formats and platforms.
• New salary scale for civil servants from 1/1/2024 with increases that cover losses due to inflation and a merit system of salary rewards.
4. Regeneration of the National Health System
• Protection of the public nature of the NHS and repeal of article 10 of Law 4999/2022.
• Primary Health Care System with Health Centers in each Municipality.
• Filling all vacancies with permanent recruitment.
• Increase in fees and inclusion of health workers in the heavy and unhealthy ones.
• Integrating the disability dimension into all state policies and actions.
• Financing with 8% to 10% of the Recovery Fund resources.
5. Investment in Education
• Establishment of a National Baccalaureate according to European standards.
• Extroverted Universities, with a connection to production, research funding. Merit in academic development.
• Reinforcement teaching to cover inequalities.
• Upgrading Vocational Education.
• Reinforcement of special education for a real school of inclusion.
• Safe school environment and psychological and social support services to deal with violence.
6. Decent pensions
• Establishment of a new EKAS for 350,000 low pensioners.
• Abolition of the personal difference of the SYRIZA/ND laws on pensions from 1/1/2024.
7. Second chance to weak borrowers
• Restoration of the protection of the first residence by updating the PASOK law of 2010.
• Rules for the operation of the funds.
• Payment of debts to tax authorities and insurance funds in 120 installments, with a “haircut” of 30% for those who are consistent.
• Settlement for borrowers in Swiss franc with fair exchange risk sharing.
• Lower installments and fixed interest rate for consistent borrowers.
• Protection of agricultural land.
8. Young people on the front line
• Subsidy of employer contributions for the recruitment of young people full-time.
• Support for new mothers – No children outside of nurseries.
• Strengthening the maternity allowance for self-employed mothers.
• Tax incentives for young entrepreneurs and professionals.
• Creation of a pool of 150,000 homes, which will be available at low rent to young people.
• Construction of new quality student residences.
9. Fair progressive tax system
• Reduction of taxes on labor.
• VAT reduction on basic food and personal care items.
• Extraordinary taxation of the surplus profits of banks and large businesses, in monopolistic sectors of the economy.
10. Made in Greece development
• National Strategic Development Plan, with a change in the priorities of the Recovery Fund to support domestic production.
• Regional development and interconnection of tourism with all branches of the economy, especially agri-food.
• Incentives for small and medium-sized enterprises that advance in collaborations and networks and special financing lines for innovative-digital investments.
• Strengthening the defense industry with co-production clauses.
11. Environment
• Investments in networks – access of all citizens to RES production with the development of energy communities.
• Fair transition for lignite areas.
• Strengthening civil protection with modern means and renewed prevention plans.
• Strengthening the management bodies of the ecosystems.
12. Support of farmers
• Reduction of production costs by subsidizing agricultural supplies, energy costs and transportation of products.
• Establishing the non-disposal and tax-free nature of subsidies, compensations and subsidies for farmers.
• Update of the ELGA Insurance Regulation to cover disasters caused by climate change.
• Solving the problem with land workers.
