Here is the content of the letter:
Dear Mr. President,
My pursuit was, from the beginning of the government’s term, the consolidation of procedures and rules that would guarantee institutional memory and continuity in the smooth operation of the state and public administration. The Act on the Staff State serves precisely this philosophy of consistency and continuity so that there is medium- to long-term political planning, timely regulatory planning, an upgraded law-making process, accountability to citizens and sufficient preparedness by each government to meet its national and European obligations.
In the context of the above as well as the relevant responsibilities of the Presidency of the Government, I hand over to you today by assuming your duties:
a) Brief presentation of the role, functions and results of the Presidency of the Government,
b) The Consolidated Government Policy Plan of 2023 as drawn up pursuant to the provisions of Law 4622/2019,
c) General note with international obligations of the country as well as regulatory decisions, which are to be issued by the relevant Ministries in the month of June.
d) File with the critical operational milestones of the next quarter of the Ministries’ annual action plans.
In addition, I would like to inform you that within June the evaluation of our country’s third request to the Recovery and Resilience Fund, for the disbursement of a total amount of 1.72 billion Euros, will be carried out by the European Commission, which concerns the part of of “Greece 2.0” subsidies. In this context, the services of the European Commission may request additional information, changes and actions of the administration for the milestones and their deliverables, which were filed as achieved by the Greek Authorities at the beginning of May. Any additional documentation regarding reform milestones is carried out through the General Secretariat of Coordination in collaboration with the relevant Ministry.
Also, meetings of the technical levels of the Greek Authorities are planned for June, under the Coordination of the General Secretariat, with the corresponding levels of the European Institutions (European Commission, European Central Bank, ESM)in the context of the 3rd report of the post-programmatic supervision, which is expected to be finalized and published at the end of the third quarter of this year.
At the same time, in the following days, meetings of the technical echelons of the Greek Authorities are taking place with their IMF counterparts, in the context of the consultation on the report of Article 4 of the Fund, which is expected to be finalized and published in September 2023.
In the context of the European Semester these days the National Report (Country Report) and the National Recommendations (Country Specific Recommendations) are published by the European Commission, on which the Greek government will comment through the General Secretariat of Coordination and the Council of Economic Experts.
Finally, in June, the meetings of the Interministerial Working Group will continue for the preparation of the new fire season for the current year.
I would like to inform you that the Annual Action Plans of the Ministries for 2023 are kept at the General Secretariat of Coordination, and are at your disposal, a report with pending issuance of the secondary legislation of each Ministry and a report with the violations of the European legislation of each Ministry.
The General Secretary of Coordination and the Secretary of Legal and Parliamentary Affairs, together with the executives of their services, are at your absolute disposal to assist you in your work as well as to inform you about any matter you deem appropriate.
