The establishment of a Legal Entity under Public Law with the name “National Cyber ​​Security Authority” provides for the proposed draft law of the Ministry of Digital Governance, aimed at the implementation and control of the integrated framework of strategies, measures and actions to achieve a high level of Cyber ​​Security in the country.

The new Authority will be supervised by the Minister of Digital Governance and will constitute the single and functional structure that will undertake the design and implementation of the National Cyber ​​Security Strategy in cooperation with other competent authorities.

The aim is the effective prevention and management of cyber attacks, as well as the development of the cyber security ecosystem in Greece.

The new structure will enable the country to meet a number of national needs and EU obligations, including:

• Strengthening the capabilities, as well as the supervisory and operational role of the Authority, in the context of the implementation of Directive 2022/2555 (NIS2 Directive). It is noted that with the integration of the aforementioned directive, the supervised entities in the public and private sector will increase dramatically. The entities that fall under the scope of the NIS 1 Directive are approximately 70, while with the incorporation of NIS 2 into Greek Law, the entities will exceed 2000. At the same time, the Authority will function as a National Certification Authority and a National Coordination Center for cyber security.
• Ensuring the trust of citizens and businesses in digital services.
• Institutional and technological shielding against cyber threats and overall upgrading of the level of cyber security in the country
• The promotion of investments in the field of cyber security, as well as the strengthening of the ability to draw European funds
• Strengthening the digital innovation ecosystem
• The promotion of education and information on cyber security issues, as well as the upgrading of digital competences in cyber security

The draft law is a crucial step in order for the National Cyber ​​Security Authority to respond to the growing national needs, as well as the imperative EU commitments, by upgrading the level of supervision, information and support of the actors involved in the field of cyber security, forming an environment with secure infrastructures.
