“With the new system the citizen will be served and get a transfer of real estate within a day – When a government agency requests copies of a contract now notaries charge 5 euros per page”
With a volume of 50 contracts the Deputy Minister of Digital Governance appeared Konstantinos Kyranakis to SKAI and the Unmatched in the shadow of the decision of the notaries to abstain from their duties from Monday requesting the withdrawal of the “Electronic Real Estate Transfer File”.
“These here are 50 contracts… Just so people understand, every day land registers and mortgage offices receive 30 to 40 such volumes. Every day. If the corresponding mortgage office was here in the studio, it would have been full in a week,” the deputy minister pointed out.
“We had to draw a line somewhere, in my opinion we are late enough, on January 1, 2024 the digital property transfer file begins. We guarantee that with the new system it will be served the citizen and will get transfer of property within a day for anyone who submits digitally and he won’t go stand in line.”
As the Deputy Minister pointed out, “we’re going to free people from cash registers, from scanning, from various other paper-based processes… We have a pool of 1,000 lawyers who will do legal review from one digital platform to another, and if notaries send us their contract file digitally, we’re done. We don’t want any more paper in the land registers.” In the Land Registry you will not be asked for paper, he assured.
“We are canceling the TAP non-debt certificate. We are removing for anyone who submits digitally the presentation of a cadastral chart. We also remove the presence in the Land Registry for the transfer. Three important steps that took too many months are finally being removed” noted Mr. Kyranakis.
For notaries, he explained, it changes absolutely nothing. We are trying to understand why they are protesting. When a government agency requests copies of a contract now notaries charge 5 euros per page. We asked them: “Is this a problem?” His president and the Board of Directors answered that “this is not a problem, it is not an important income for us”(…)
“There’s no way we’re backing down” clarified the deputy minister. “Citizens want the Golgotha of real estate hassle to stop, notaries are to blame for this, I want to be clear, but we want them to be part of the solution, and must be part of the solution. To take back abstinence”.
Complaint to SKAI
Also asked about complaints that have been made to SKAI that “we can’t make an appointment at the Land Registry, we are late getting a certificate, and we miss the deadlines for a loan or purchase” Mr. Kyranakis replied that from January digital transfer/transcription in one day, a certificate will come to your email, we’re done.”
