The Council of Ministers met today, December 20, 2023, under the chairmanship of the Prime Minister, Kyriakos Mitsotakis.

According to the announcement of the government representative Pavlos Marinakis, after the introduction of the prime minister:

1. The Minister of Education, Religious Affairs and Sports Mr. Kyriakos Pierrakakis presented to the Council of Ministers the bill for the Free University.

The bill of the Ministry of Education, Religion and Sports improves the institutional framework and bureaucratic procedures governing HEIs, by updating the legal framework of their operation. At the same time, self-government is strengthened and the process of announcing, electing and appointing faculty members is modernized. In addition, the better utilization of the property of HEIs and ELKEs is facilitated, in order to increase the resources and channel them into social actions (scholarships, feeding, etc.) and research programs. At the same time, the Bill aims to deal with the problem of Greek students fleeing abroad and to limit the academic dispersion, by establishing provisions that allow the establishment, establishment and operation of branches of recognized EU HEIs. and non-profit third countries. The proposed provisions resolve the issue of the non-academic recognition of degrees from foreign institutions in the country, which must meet strict conditions. Finally, the Bill foresees provisions to speed up the process of granting student visas to attract foreign students.

2. The Minister of Health, Mr. Michael Chrysochoidis, presented to the Council of Ministers the bill for the National Trauma System.

The bill creates a National Trauma System, initially consisting of 16 Trauma Centers to meet needs from emergency prehospital care to inpatient care and rehabilitation. The purpose of the system is to ensure both the rapid transport of the injured/patient from the scene of the incident to the appropriate nursing formation and in the shortest possible time, as well as the provision of immediate medical care, commensurate with the type of injury. The National Trauma System includes: a) the establishment of Trauma Centers in each Hospital of the National Health System (NHS), b) their operation and reorganization with special interdisciplinary staffing and equipment, c) the upgrading of existing structures, d) training- training of the human resources involved and mainly e) the partnership with competent bodies, in order to achieve the rapid transport of the injured-patient. For the proper organization of the National Trauma System, the health structures that receive the injured are classified according to the type of trauma, their infrastructure and staffing into four (4) levels.

3. The Deputy Minister of Education, Religion and Sports Mr. Ioannis Vroutsis presented the legislative initiatives on sports violence to the Council of Ministers. The measures presented to the Council of Ministers are as follows:

A. PHILATHLON CLUBS

* Only one Club per team emblem

* Framework of appointments and administration of the Club

* Supervision of the PAE in the Club and its civil liability in its entirety

* Mandatory establishment of a Panhellenic Federation of Fan Clubs within 6 months and its participation in the international Confederations of Fan Clubs

* Immediate operation of the Electronic Register of Members of Fan Clubs

B. ELECTRONIC SURVEILLANCE OF SPORTS FACILITIES (CAMERAS)

* Mandatory full operation of the electronic supervision system for the Super League and Basket League stadiums

* Certificate of good operation from EL.AS. two days before each match

* If the system malfunctions, the match will be held behind closed doors

* If the system malfunctions on the day of the match, the next match will be held behind closed doors

C. RECONSTRUCTION OF THE PERMANENT COMMITTEE FOR COMMITMENT TO VIOLENCE (DEAB)

* In application of the St. Denis Convention of the Council of Europe, it becomes 5-member and flexible, with lawyers, judges and an officer of the Greek National Police.

* An Electronic Platform is being created to support its project, in collaboration with EL.AS.

D. NATIONAL COORDINATION COMMITTEE

* The National Coordinating Committee is established, in application of the St. Denis Convention of the Council of Europe

* Its purpose, the development and implementation of an interdepartmental integrated approach for security, protection and service at sporting events

* Representatives of the Ministries of Sports, Citizen Protection, Interior, Justice, Digital Governance, Health, Infrastructure and Transport, as well as from the Prosecutor’s Office, DEAB, EL.AS., Fire, Sports and Football Authorities, PSAT, the Panhellenic Association of Fan Clubs are participating etc.

E. ENHANCEMENT OF ADMINISTRATIVE & CRIMINAL MEASURES

* Following the recommendation of the DEAB, following the reports of its Observers and the Greek National Football Association, the Ministry of Sports automatically imposes sanctions for incidents of fan violence, such as throwing flammable materials, by virtue of mandatory authority.

* Imprisonment and fine for public statements, announcements, entries, etc., capable of inciting acts of violence or threats against the established administrative, judicial, judicial bodies of football, referees, as well as against officials of professional teams

F. BET FINANCING BREACH CLAUSE

* Reduction of funding for Anonymous Sports Companies (AAE), Departments of Paid Athletes (TAA) and Amateur Associations in cases of prohibition of the presence of fans in certain zones or sections of stands or at least one matchday behind closed doors

* The withheld sums of money will be allocated exclusively for the maintenance and upgrading of facilities at the National Sports Centers

G. ELECTRONIC TICKET – IDENTIFICATION

* Modern and innovative ticket holder identification system, in collaboration with the Ministry of Digital Governance

* Automatic and immutable process, without a physical check, through an application on the ticket holder’s mobile phone

* Users of the application will be natural persons who issue a ticket for themselves and their minor children

A condition for users is to register their details in the National Register of Communications (NMR)

4. Following a proposal by the Minister of State, Mr. Christos-Georgios Skertsos, the Council of Ministers approved the Unified Government Policy Plan 2024.

The Unified Government Policy Plan includes more than 221 small and large reforms, 279 projects and investments and more than 2,000 actions that form the road map for the next year’s governance.

E P is assembled from the annual action plans of all ministries with their specific timetables, covering every aspect of our program for a more productive, more social, greener and digital, fairer and ultimately stronger Greece.

It also includes the allocation of investment and reforms to be funded by the Recovery and Resilience Fund, critical legislative interventions and our regulatory planning for 2024.

5. The Minister of National Economy and Finance Mr. Konstantinos Hatzidakis and the Minister of the Interior Mrs. Niki Kerameos proposed to the Council of Ministers the definition of the services and the quantitative targets for the implementation of the incentive and reward system for employees in accordance with the Unified Government Policy Plan 2024.

The Ministers presented the axes on which the incentive and reward system for civil servants will move. The productivity bonus is about:

* Employees who implement specific objectives of the Unified Government Policy Plan (GPP), which includes the Ministries’ Annual Action Plans (Article 23 of Law 4940/2022),

* Employees involved in projects of the National Recovery and Resilience Plan “Greece 2.0” (Article 24 of Law 4940/2022),

* Employees working to achieve fiscal goals (Article 25 of Law 4940/2022).

The two Ministers suggested rewarding the employees who worked to achieve the goals of the Unified Government Policy Plan, which includes the Ministries’ Annual Action Plans for the year 2023.

The goal is, within 2024, for the implementation of the incentive and reward system to expand, as far as possible, more widely in the State and to always apply it in the most objective way.
