Petsas: New set of measures for the strengthening of the Municipalities

The increase of the energy costs of the Municipalities due to the imported crisis and the new data fed by the Russian invasion in Ukraine, as well as the further strengthening of the financial file for the Local Government was at the center of today’s meeting of the joint preparatory working group set up between KEDE, the Ministry of Interior and the Ministry of Finance, on the initiative of the Deputy Minister of Interior, Stelios Petsas. During the meeting, Mr. Petsas announced a new grid of three-point measures, in order to absorb the vibrations from the increase of gas and electricity prices that directly affect the budgets of the Municipalities.

Issuance of an additional supplementary CAPamounting to 114 million euros, for the additional financial support of the Municipalities of the whole country.

Additional support from the Central Independent Resources, amounting to 14 million euros, for the increased expenses of the school committees.

Extension of all loans of the Municipalities to the Deposits and Loans Fund, up to 20 years, as well as examination by the Ministry of Finance and the Deposits and Loans Fund of the possibility of rationalizing the interest rate.

Especially for new supplementary CAP, the Deputy Minister of Interior noted that the amount corresponds to an additional monthly CAP and added that the payment of the total amount will be made in two installments: 57 million euros will be paid to the Municipalities within the next two weeks and 57 million euros will be paid until the beginning of May. He underlined that a corresponding emergency intervention was decided to enhance the liquidity of the Regions of the country, during the same period.

The proposals submitted for improving receivables by the Municipalities of overdue debts of third parties. As Mr. Petsas stressed, the goal is to form a permanent mechanism that will be able to bring revenues to the Municipalities from confirmed debts of previous years, which today are estimated to have approached, in total, 3 billion euros.

The Deputy Minister of Interior also referred to the discussion on the further strengthening of the financial file of the CAP, which has already started. “Our goal is a fairer distribution, but also a significant effort to increase resources – in cooperation with the financial staff and within our budgetary capabilities – which will lead to the gradual reversal of the downward trend of recent years,” he said. He recalled that in 2021 – for the first time in several years – resources increased by two additional CAP allocations of the same amount – fourteen, ie instead of a total of twelve – while already, from the beginning of 2022, the first regular grants are increased by about 6.6% compared to the corresponding amounts given last year.

In addition to Mr. Petsas, the meeting of the joint preparatory working group was also attended by the Deputy Minister of Finance, Theodoros Skylakakis, the Secretary General of Interior and Organization of the Ministry of Interior, Michalis Stavrianoudakis, the President of KEDE, Dimitris Pap KEDE – Mayor of Kallithea, Dimitris Karnavos, leaders and representatives of factions, members of the Board. of KEDE and the general manager of KEDE, Giannis Karagiannis.
