“Government failures and omissions have trapped millions of consumers in a vicious cycle of successive and successive crises as a result of the fluctuations of wholesale price. In terms of purchasing power, GDP per capita (PPP) is only 70% of the European average, that is, we are in the penultimate position, one position above Bulgaria. And in this condition the basic component is the values ​​in electricity, ”the MPs said PASOK-CHANGEin the amendment they filed for consumer transition to constant power invoices with the aim of degrading prices.

The explanatory memorandum emphasizes that the wholesale of electricity in Greece remains among the seven most expensive in the European Union. Also according to Eurostat, between the 2nd semester 2019 and the second semester of 2024, the increase in the electricity invoice (without taxes and fees) for the average household in Greece is 62% (from € 11.89c/kWh to € 19.30c/kWh).

The amendment highlights the failure of the floating invoice, which left consumers completely unprotected in the fluctuations of the wholesale price.

In addition, PPC has already announced that from August 1, 2025, it is changing the scales on the green invoice by reducing from 500 kWh to 200 kWh the first scale at the lowest price. Therefore, the millions of households on the PPC green invoice will see a new increase in their electricity bills. Within this environment and in order to smooth out the high fluctuations of the final power of the consumer, the Directive (EU) 1711/2024 was issued and defines the framework for fixed invoices with the end consumer. This Directive should have been incorporated into our national law until 17 January 2025.

By submitting this amendment, there is a need for immediate corrective movements of the colored model and the systematic, designed solution for the rapid transfer of the vast majority of household consumers from green floating, at stable tariffs, lasting at least one year as required by EU (EU). Their right to choose a different type of invoice than that freely can form and offer suppliers. Push for the transition from green floating to fixed invoices could be provided by the introduction of clear economic incentives to consumers, which will be applied for a limited period of time (one semester).
