The Eastern Libyan Parliament is ready to allow Turkey to conduct investigations into energy resources in the waters of the North African country, Bloomberg citing people who know the issue, in a dramatic overthrow that is the latest sign of the region of Ankara.
The House of Representatives in Benghazi is going to vote in the coming weeks on the 2019 agreement setting out the terms of an investigation agreement, people from Turkey and Libya told the agency. Most obstacles to the agreement no longer exist, said sources that are not named because of the sensitivity of the issue.
If approved, the agreement could boost oil and gas exploration by Turkish ships to an area between Crete and Turkey, boosting Ankara’s allegations in the Eastern Mediterranean.
This could trigger a controversy with Greece and Cyprus, which accuse Turkey of trying to sovereignty in disputed waters, according to the agency.
Bloomberg notes that the war -divided country and a member of OPEC has two opposing governments, one in Benghazi and one in the western capital, Tripoli. The latter has strong relations with Turkey and is already supporting the agreement, but the strong reactions in the East – where the Libyan national army of the military commander Khalifa Happere has sovereignty – has so far prevented the vote of the deal.
As Bloomberg reports, the change of cruise in eastern Libya indicates a decrease in tension between Turkey and Haftar. The two sides were opponents in the long -term battles for the Libyan capital in 2019 and 2020 as Turkey militarily supported a previous Islamist government in Tripoli, which Haphtar unsuccessfully tried to overthrow.
A peace -backed peace effort led to the appointment of the new Prime Minister, Abdul Hamid Dbabba but without correcting the rift. The government based in Tripoli and the east side have periodic controversy over revenue from the largest oil reserves of Africa and the control of basic state institutions, although there have been no significant conflicts for years.
Building Turkey’s relations with Haftar
According to Bloomberg, Turkey has been working silently in recent years to build relationships with Haftar. The initiative comes after Ankara’s historical approach to Egypt after about an eight -year dispute arising from Turkey’s stance on political Islam. The two countries worked in Libya last year to resolve a power dispute over the central bank that was in danger of developing into a civil war.
In a further indication of relationships improvement, a Turkish corvette, “TCG Kinaliada”, is paying its first visit to the port of Benghazi this week, while Turkey is considering sending military trainers and advisers, according to Turkish officials.
Happear’s son and heir, Saddam met with the Minister of Defense and the Turkish Army Chief in Ankara in April.
While exploring energy resources in the Mediterranean is an important incentive, Turkey is also seeking to rescue billions of dollars value that resulted in a deadlock due to the circle of conflict in Libya from the overthrow of Gaddafi in 2011.
Turkey has recently launched direct flights to Benghazi and some leading Turkish contractors are involved in projects to rebuild the city and launching production units for industrial materials.
Among the authorities of Eastern Libya, there is consensus that the agreement serves their interests and will bring invested, according to a Libyan official who knows the talks.
The controversy over the maritime area has been intensified in recent months, after Greece has announced in May exploration for energy plots south of Crete that extend to waters claimed by Libya, Bloomberg reports.
The European Union has stated that the Libyan-Turkey agreement undergoes the sovereign rights of third countries and does not comply with UN sea law.
