Clashes with military and paramilitary groups over land and natural resources, extrajudicial killings by security forces, political violence and rising tensions with neighboring Rwanda (mainly over its alleged support for militia groups in the Congo) have contributed to the deadly conflict. In addition to reports on increasing civilian deaths in eastern Congo, the United Nations said the number of internally displaced people has reached a record high of 6.9 million as fighting makes a growing swath of the country unsafe for civilians.
