The two clubs did not get the coveted license due to financial problems, while in Slovenia, the Rogaska won the Cup for the first time in its history but was relegated due to corresponding troubles, which at the same time left it out of Europe.
Finally, Latvian Valmier finished fourth in the 2023 league but also failed to secure UEFA’s licence, with fifth-placed Liepaja taking its place.
