What happened in Stoiximan GBL’s second final in the SEF between Olympiacos and Panathinaikos is not excluded that they will be the First major test for the new, stricter legal frameworkwhich has come into force to deal with sports violence. Remember, three months ago (7 February 2025) In Law 5176/25 new amendments were made to this piece entitled “Strengthening Framework for Treatment of Sports Violence and Fight Doping” In them it is clarified that in ‘severe cases of behavior causing violence»Following a DEAV proposal”The competent body of the General Secretariat of Sport may recall existing special sports recognition”
Specifically, in Law 5085/24, published on 2 February 2024, the relevant Articles of Law 4326/15 were amended and as stated (Chapter E, Article 9):
“In severe cases of episodes, urging episodes, racist behaviors and general phenomena related to sports, inside or outside the fields, the Standing Committee on the Treatment of Violence (DEAV) may, after prior calling for a lawyer, Departments of Paid Athletes (TAAs) and Sports Société Anonyme (SAE), as well as in the relevant sports federations and/or professional links, but also individually in natural persons, fines of ten thousand (10,000) up to one million (1,000,000). In the event of a deadline for seven (7) days after the manifestation of violence, the measures referred to in the first subparagraph shall be taken by the Minister responsible for the sport after the transmission of the relevant file from the competent bodies where appropriate and with the call and listening to the auditor or a lawyer.”
Also in the same article below states: ‘… By decision of the Committee on Professional Sport (EEA) of article 77 of Law 2725/1999, issued after a recommendation by DEAB. and a hearing call is imposed on the culprit SA. or in the Undersecretary of Understanding, respectively, a fine of twenty -five thousand (25,000) to five million (5,000,000) euros, depending on the severity of the infringement, recurrence, degree and range of consequences that occurred or threatened or even the benefit obtained or obtained”
So on the basis of the provisions of Laws 5085/2024 and 5176/2025the Standing Committee to address Violence (DEAB) It now has the ability to impose heavy sanctions on both groups and natural persons, without even having a prior hearing, as long as they are serious incidents.
Now, in everything to do with Law 5176/25, Added new paragraphs On the specific cases of sanctions imposing, among other things,: ‘Within four (4) days from the day of the athletic meeting, with an act of DEAV. The assistance of the conditions for application is found and the administrative penalties hereof are imposed, without the prior call and hearing of the controlled legal person.
The Act of DEAV It can be supported, in particular: (a) On the audiovisual material made available to DEAV. Through the electronic supervision system of article 41e of Law 2725/1999 (A ‘121) or by any other appropriate means and manner, b) on the match sheet of the athletic meeting, (c) in the report of the Police Authority; and where appropriate organizing authority”
More briefly, therefore, the penalties provided include:
– Fines of up to 1,000,000 euros for groups or agents,

– Blocking factors up to 5 years;
– Prohibition of entry into stadiums for natural persons from 1 to 5 years;

Given that the episodes in the SEF have caused political and institutional reactions; It is not excluded that the mechanisms predicted immediately. Whether there will be sanctions and to what extent, it will be seen in the next few days, however the legal arsenal exists -and it is now stricter than ever.
