The package of actions and initiatives of the Ministry of Digital Governance, of thosethey run” and of those coming in the immediate period, the Minister of Digital Governance presented today at a press conference, Dimitris Papastergiou.

We received an excellent dowry” he said characteristically and added that “the ministry continues the projects it found at the level of maturation, tendering, but at the same time it is also moving forward with new projects».

First on the minister’s list is the issue of the personal number, which as he pointed out is a reform so that the citizen does not suffer in the State because, for example, a letter in his last name is not written correctly. OPA. has been legislated, it will consist of our VAT number and three alphanumeric digits, some of which will be chosen by the citizen himself. The aim is to complete this part of the process by 2023.

With this personal number wherever we go we will not need any other document».

A second important project that is expected to be available next month is the creation of a Chatbot application on gov.gr, which, as he pointed out, “is growing, about 35 new services have been added in the last three months”.

The chatbot has already been created, is in the pilot testing stage and aims to promote direct service to citizens, 24 hours 7 days a week. “We are currently optimizing its operation, so either by writing – typing – or by speaking it will be able to guide us. It is the first implementation of governmental AI (artificial intelligence) at the European level.

The third project in the series is the wallet, “which will truly be a revolution.” The gov.gr wallet is being enriched. It marks “digitization number 2» in the Greek State.

“Digitalization number 1” was very important.

In “number 2”, the data transfer will not be through files, but through data, with a simple application. For example, when we want to rent a car, we will be able to do so by giving authorization through the app for the car rental company to receive the data it needs. We will receive an SMS asking for our approval. The aim is this year to release the first application that will mark the new function of the wallet. For registration in a daycare, the citizen will be able to be asked through the wallet if he gives his approval to the service to be informed about his family status. In the same spirit, KYC (Know Your Customer) has already been implemented.

By the end of the year we are preparing a few more properties, we will integrate the ring card, my auto details which includes a driving license, KTEO, car insurance, a blood donor card will be added, and also the academic ID. Well, we are talking about an interconnected, efficient, fast and with less inconvenience for the citizen Public».

Meanwhile, the minister also referred to projects that have been implemented. In particular, the Ministry of Digital Governance implements platforms and applications when a need arises. Implemented the ID appointment platform, the various passes given out over the summer (Youth Pass, North Evia Pass, and now the Rodos Pass is being worked on), the rental subsidy platforms and the assistance part.

And of course “we had to deal with two important issues with the satellite program. Within a very short period of time, the ministry reoriented the program in a much more targeted way, in line with the practical needs as a country, but also in the matter of Cadastre».

In addition, the minister referred to the creation of the platform that will concern the beaches and will enable “every citizen on any beach to know whether the umbrellas and sunbeds he sees in the area are legally placed or not. There will be a mechanism by which an automatic check will be made.”

The minister added that the tender for the “smart cities” program was closed.

In the context of Smart Cities, 303 municipalities have submitted their proposals to the NSRF and 8 remain from Thessaly for which the deadline has been extended. “We are proceeding with the processing of the proposals while the procedures for the municipalities participating in the Recovery Fund program are underway.”

The fan of the ministerial project also includes the acceleration of justice projects, e justice (e.g. remote examination of witnesses, digital service of documents for the release of police forces), the electronic health file related to the expansion of the MyHealth app. As the minister emphasized, “the systems of hospitals and private centers are constantly being added so that the results are in our file”.

As for smart readiness, a 100 million project, it will give the opportunity to house owners and tenants of apartment buildings to be subsidized with vouchers in order to build fiber optic cabling to the door of the house. Next, the gigabit voucher comes in addition to subsidize the owners of the houses to make broadband connections. At the same time, applications and platforms are progressing in collaboration with the Ministry of Shipping and Insular Policy. There were pending projects such as for the electronic logbook, the electronic logbook, pleasure boats and they are underway.

Early prediction of fires

The minister also referred to the strengthening of Civil Protection. Technology cannot put out fires, but it can prevent them. There are ideas that can be easily implemented, said the minister and clarified that in the forests throughout the country there are thousands of mobile phone antennas and hundreds of TV repeaters that can be equipped with thermal cameras, with liders to detect fires and in fact Greek companies have very sophisticated systems . A round of contacts is made with the companies in order to qualify the most appropriate methods. “The most mature work at this time is the one related to the detection, the early prediction of fires.”

Also, a platform is being implemented for the gross plots, so that the owners of the plots are notified in their inbox on gov.gr through interoperability from the Land Registry about the need for cleaning. If they do not respond, the municipality will clean up the plots and fine the owner. He even added that the ministry is studying a plan to use the technology in the part of the water measurement control of the rivers regarding possible predictions about the height of the water and the possibility or need to send a message to the residents.

A new cybersecurity regulatory body is being created

In the meantime, the creation of a new cybersecurity regulatory agency is underway. As Mr. Papastergiou pointed out, the cyber security of the country is being strengthened, in order to serve the needs of the time. There is already a draft law that will be presented to the Cabinet and will soon be submitted for discussion and voting. It harmonizes Greek legislation with European legislation, in order for the state and critical infrastructures to come under a common umbrella.

The needs have grown and require around 2,000 operators to come under a common Cyber Security Regulatory Agency umbrella. The new body will also have responsibility for incorporating the latest European Cybersecurity Directives into national legislation. In fact, it is not excluded that it will also acquire a control mechanism, which will carry out controls and possibly impose fines, where necessary.

Finally, the creation of a mechanism (type 112) is being studied which will inform and alert the potentially exposed in a timely manner “at the moment we detect cases of such attacks”.
