The detailed mode of operation of the Telecommunications Management and Control information system “e-Transition” was presented at a conference of the General Secretariat of Telecommunications and Posts of the Ministry of Digital Governance, which took place on Wednesday, June 26 at the Ministry of Digital Governance.
With “e-Dieleusis” a stable and functional entry portal for requests for network development is created, bureaucracy is reduced, relevant procedures are modernized and simplified and the conditions are created for the development of more applications. The digital application fulfills a standing request of local government and providers, shaping a modern collaborative environment with measurable benefits.
In particular, with the operation of “e-Dieleusis”, applications for the approval and/or granting of rights of way will be submitted by the network operators, in accordance with the current legislative framework for the approval and granting of these rights.
In this way, the daily experience in the field is improved, the suffering of citizens from irregular works in the public space is drastically reduced, while at the same time the possibility of centralized monitoring by all co-competent bodies of the works related to telecommunications crossings is upgraded. The body implementing and operating the information system is the Technical Chamber of Greece.
In the greeting addressed at the start of the conference, the Minister of Digital Governance, Dimitris Papastergiou, emphasized the importance of the project, which he described as emblematic for the penetration of broadband networks. Referring to the benefits of “e-Dieleusis”, he noted that it satisfies a standing request of both the Local Government and the providers, while at the same time putting order to multiple asphalt paving projects that were bothering the citizens. Finally, he did not fail to point out that this is a new digital tool that will help to decouple the development of broadband networks from bureaucracy.
The need for all stakeholders to embrace this project during its first phase of operation was addressed by the Minister of Telecommunications and Networks, Konstantinos Karantzalos, who emphasized that it is a project that has been in the works for a decade, “but today we completed it and it is ready for use.”
The ways in which the TEE contributes to a major effort to upgrade the infrastructures, in turn, was highlighted by its president, Giorgos Stasinos. As he said, “e-Proceedings”, an electronic transparent process with which we also save time, is the fruit of the effort of the TEE”.
The CG of KEDE, Dimitris Kafantaris, stated that such an information system was a constant request of the Local Government and that its advantages are the simplification through digitization, the reduction of delays, costs, but also the strengthening of publicity and transparency in the execution of the projects.
The general manager of the Union of Mobile Telephony Companies (EEKT), Giorgos Stephanopoulos, focused on the benefits of “e-Dieleusis”, noting the creation of a digitized infrastructure register, the reduction of time and costs, the increase of trust and transparency. In addition, he emphasized that by 2027 the country will be at the European average in terms of optical fiber penetration, which also applies to mobile telephony.
The representative of the General Secretariat of Telecommunications and Posts (GTT), Athanasios Goulos, in his speech on the current legislative framework for the approval and granting of rights of way, pointed out that the information system implements the existing legislation and becomes a central portal for the management of requests and rights of way.
The general director of the TEE, Nikos Panagiotopoulos, describing the possibilities of “e-Dieleusis” underlined that the coordination of companies and municipalities for interventions on the roads is achieved, but at the same time the ministry is given the opportunity to know in real time where projects are being carried out. As he added, it is the first system where one application is directed to many recipients, to all agencies.
The representative of the Directorate of Technical Services of the TEE, Claire Dima, presented the “e-Dieleusis” information system, focusing on the functionality it offers in the management of applications and the possibility for direct supervision of submission requests and their progress.
