The ability to provide digital services to citizens through its modern and safe environment gov.gr have now the Municipalities of the country. According to what the Ministers of Interior planned, implemented and signed in the JMC Makis VoridisTerritory and Digital Governance Kyriakos Pierrakakisthe Deputy Minister of Interior Stelios Petsas and the Undersecretary of Digital Government Thodoris Livaniosin each Municipality of the country are provided digital mailboxes of gov.gr. Thus, a digital way of communication of the citizen with his Municipality is introduced, while at the same time a new generation of homogenized municipal digital services is inaugurated.
The windows of the Municipalities at gov.gr offer 3 basic functions:
1. Issuance of certificates competence of the Municipalities without the need for physical signatures and seals. These certificates are valid on physical but also in digital form, both in Public Administration and when presenting them to private bodies.
2. Reception and processing of applications citizens from gov.gr, with first service on Permanent Residence Certificate
3. Ex officio search and issuance of certificates which are necessary in Municipal procedures and are provided by gov.gr
The design and development of the service was done by the General Secretariat for Digital Governance and Process Simplification and the National Network of Technology and Research Infrastructures (EDYTE SA – GRNET) with the support of applications of the General Secretariat of Information Systems of the Ministry of Public Administration, Ministry of Interior and the Central Union of Greek Municipalities.
The issuance of certificates of the Municipalities through gov.gr is added to the common ones actions designed and implemented in the last two years by the Ministries of Digital Governance and Interior for the digitization of municipal services. It is reminded that they have preceded and are already provided digitally through gov.gr directly to the citizens, the following services:
• Issuance of a certificate of marital status
• Issuance of a birth certificate
• Issuance of a citizenship certificate
• Issuance of a certificate of close relatives
• Issuance of birth certificate
• Issuance of a marriage certificate
• Issuance of a cohabitation agreement
• Issuance of a death certificate
With the support of the Central Union of Greek Municipalities, gradually new processes will be digitized and will be included in the lockers.
So far, lockers have been activated for 28 municipalities:
Agia Varvara, Agrinio, Aegina, Artaion, Volvi, Drama, Dirfion Messapia, Ellasona, Elefsina, Evrota, Heraklion, Ierapetra, Kalamaria, Corinth, Levadeon, Lixouri, Loutragos, Loutragos – Pe. Ioannis Renti, Xanthi, Xylokastro, Paleo Faliro, Piraeus, Pylaia Chortiatis, Pyrgos, Soufli, Oreokastro.
The lockers are expected to be activated in the coming days in an additional 46 Municipalities who have already made a request. The infrastructure and applications have already been created and for the 322 Municipalities of the country.
The windows of gov.gr are second horizontal application provided to Municipalities after the digital appointment service, myDimos.Live.gov.gr where citizens choose the service they wish to be served by physical presence, telephone communication or teleconferencing.
The beginning from the municipality of Paleo Faliro
The process of issuing certificates through gov.gr was attended in the Municipality of Paleo Faliro (from which the service started to be available) by the Minister of Digital Government Kyriakos Pierrakakis, the Deputy Minister of Interior Stelios Petsas and the Deputy Minister together with Digital Theodoris Of the Central Union of Greek Municipalities Dimitris Papastergiou, the Mayor of Paleo Faliro Giannis Fostiropoulos and the General Secretary of Digital Government Leonidas Christopoulos.

I would like to thank the mayor of Paleo Faliro for the hospitality and the very good cooperation we had. Today we are here three members of the government, Mr. Petsas, Mr. Libanios and I, but also Mr. Christopoulos together with the president of KEDE and the Mayor of Paleo Faliro to inaugurate a new step, in the framework of our cooperation with the local government . What is this? The digital lockers in the municipalities. It is a next step to use these boxes that we have already used centrally in the state, so that we can, among other things, succeed and not use the stamps in the way we used to use them in public documents, as well as for to achieve something we have been discussing for many years. The ex-officio search for certificates. We used to say that the State itself must circulate its information internally, so that the citizen does not have to be the messenger of the state. This is something that will not be achieved in one day, but it is built step by step, floor by floor. What we are all doing today – and I want to personally thank Mr. Papastergiou, the president of KEDE, for our general cooperation between the government and the local government – is to add new documents and certificates to this new building, so that there is no need for now the citizen should give them to the municipalities, but the municipalities themselves through the lockers to do this search and this utilization.
I close by saying that this is just one part of a broader collaboration. There is the Tritsis program, about which Mr. Petsas, the deputy minister, will say more about what digital programs there are. There is also the project designed by Mr. Libanios for smart cities – 320 million euros in total in the 332 municipalities of the country, so that everyone can achieve their own path to digital transformation. All this together marks the new day of digital local government and its digital policy. The two ministries, the Ministry of Interior and the Ministry of Digital Governance, are working closely together. New invitations are being prepared for the municipalities, for the financing of smart cities, for the development of 2600 wifi points in free spaces throughout Greece, which will provide high quality internet speeds, and of course there are programs that aim to solve and to improve the quality of life of all of us. In any case, the road is long, but we now have the tools to succeed. We are here today in Paleo Faliro, the Ministry of Digital Government, the Ministry of Interior, the President of KEDE, to present the new services, which strengthen the Local Government in the direction of its digital transformation. Our intention is first to further simplify the procedures, so that all the supporting documents we digitize become even less, in addition to institutionalizing all these procedures through a new Code of Administrative Procedures, which will soon come to Parliament and of course we can civil servants with digital skills, an action that will be funded by the new Program “Digital Transformation” of the NSRF.
