An explanation for the bloody Russian strikes on Kremenchuk and Odessa, in the first case in a shopping center and in the second in a housing complex, London’s announcement may give, noting that in both cases no precision missiles were used.
Russia uses anti-ship missiles in “a secondary role against land targets, possibly due to of inventory reduction to more accurate modern weapons,” the British Ministry of Defense said in its latest security intelligence update on the war in Ukraine.

British intelligence said the weapon that hit a shopping center in the city of Kremenchuk on June 27 was probably a KH-32 missile used to strike surface targets and “is not intended to hit accurately land targets.“
The most recent strikes against a residential complex in Odessa were probably made with the use of a KH-22 missile that has even less hit accuracy,” according to the same British Ministry of Defense report.
