Germany: General lockdown for unvaccinated decided federation and states

A general lockdown for the unvaccinated across the country has been decided today by the federation and the states, while the local governments can impose even stricter measures, if they deem it necessary. Acting Chancellor Angela Merkel also spoke in favor of imposing the vaccination obligation.

The measures are an “act of national solidarity,” Merkel said after meeting with state prime ministers, looking at the enormous local burden on the health system.

In particular, access to retail, catering and entertainment stores (restaurants, cinemas, theaters, etc.) will now be allowed only to those who have been vaccinated against Covid-19 or have recovered from the disease (Rule 2G), while in some cases they may to impose the 2G + Rule, ie to require an additional and negative result in a diagnostic test.

According to Ms Merkel, the decisions to further restrict the unvaccinated are due to the still large vaccination gap. The more people are not vaccinated, the more restrictions are needed, he explained.

Nightclubs and discos will remain closed when the rate of new cases per 100,000 inhabitants in seven days exceeds 350, in which case restrictions will be imposed even on the concentration of vaccinated and sick: up to 50 people indoors and up to 200 in external.

Regarding the general vaccination obligation proposed a few days ago by the future Chancellor Olaf Solz, Angela Merkel said: “We advertised the vaccination in all ways. In this situation, however, such a decision must be taken. If I were in Parliament, I could say I would vote in favor. We all hoped that free will would be better accepted. “I am saddened by the fact that we are in such a strong fourth wave.” The outgoing chancellor also referred to the validity of the vaccination certificate, noting that at European Union level it is being discussed to limit the validity to nine months. In the transitional period, however, everyone will have the opportunity to be vaccinated, renewing their vaccination status, he assured.

Mr Solz, for his part, reiterated his call for vaccinations, recalling the target of 30 million vaccines by Christmas. “This is an ambitious goal and a great challenge at a technical level and it can only work if everyone contributes,” he said, adding: “If we had a higher vaccination rate, we would not be discussing compulsory vaccination.”
