EU: Military Assistance Mission launched in support of Ukraine

EUMAM Ukraine will train up to 15,000 Ukrainian soldiers while financing the supply of ammunition and military equipment to Kyiv

The Council of Ministers is launching today the Military Assistance Mission (Military Assistance Mission) of the European Union in support of Ukraine (EUMAM Ukraine).

The objective of the mission, as stated in the relevant announcement of the Council, officially established on 17 October, is to strengthen the military capability of the Ukrainian armed forces to enable them to defend the territorial integrity and sovereignty of Ukraine within its internationally recognized borders, as and protect the civilian population.

EUMAM Ukraine has a non-executive mandate to provide individual, collective and specialized education in up to 15,000 executives of Ukrainian armed forces in many locations on the territory of EU member states.

The Mission Commander will be the Director of the Military Planning and Conducting Capability (MPCC) Vice-Admiral Hervé Blezan.

In addition, the Council approved an assistance measure within the framework of the European Peace Mechanism of 16 million euros to support the capacity building of the Ukrainian armed forces by EUMAM Ukraine.

Both EUMAM Ukraine and the aid measure were designed based on Ukraine’s operational requirements and will finance the provision of the following from the EU Member States: ammunition, military equipment and platforms designed to ensure the transport of lethal forces, the custody, maintenance and repair of equipment financed by the aid measure.

The aid measure will last for 24 months and is in addition to the EU’s successive contributions to Ukraine under the EMU, which now amount to more than €3.1 billion.

The European Union reiterates its support for Ukraine’s independence, sovereignty and territorial integrity within its internationally recognized borders, as well as its legitimate right to defend itself against Russian aggression. The EU stands firmly by Ukraine and will continue to provide military, economic, social and financial support for as long as it is needed.

Record

On 17 October 2022, the Council adopted a decision establishing EUMAM Ukraine with an initial duration of two years. It intends to provide individual, collective and specialized training to the armed forces of Ukraine, as well as coordination and synchronization of the activities of the member states providing the training.

The European Peace Mechanism was established in March 2021 to finance all actions of the Common Foreign and Security Policy in the military and defense sectors, with the aim of preventing conflicts, maintaining peace and strengthening international security and stability. In particular, the European Peace Mechanism allows the EU to finance actions aimed at strengthening the capacities of third countries and regional and international organizations related to military and defense matters.
