A spokesman for the Federal Aviation Administration (FAA) said the pilot “reported engine failure shortly after takeoff from Santa Monica Airport.”
“My friend saw the plane flying very low and he was freaked out,” Josh Feinberg told ABC 7. “We thought it was going to land smoothly, but it hit the water and flipped over. It was very scary,” he added.
