Russia’s human rights commissioner, Tatyana Maskalkova, said on Tuesday that she did not discuss last week in Turkey with her Ukrainian counterpart Dmytro Lubinets the possibility that the two sides would proceed with the exchange of hundreds of prisoners.

But Mrs. Maskalkova reported yesterday via Telegram that “in my negotiations (…) with Dmytro Lubinets in Ankara there was never any discussion about exchanges and I always emphasize that these issues fall under the competence of the (Russian) Ministry of Defense”.
“Furthermore, I believe such an unequal exchange would not be fair,” he added.
