The Russian president Vladimir Putin asked his government on Tuesday to negotiate the establishment of joint military training centers with Belarus, its neighbor and one of its few allies who support the attack on Ukraine.

In a decree issued today, Putin instructed his defense and foreign ministers to negotiate with Minsk on the establishment of such centers, without elaborating.

An ally of Russia, Belarus has served as a rear base for Russian troops to attack Ukraine since last February 24, but the Belarusian military has so far refrained from engaging in combat on Ukrainian soil.

In mid-October, Belarus and Russia had announced the establishment of a joint military force, which, according to Minsk, had a purely “defensive” mission.

The two countries have been conducting large-scale military exercises on a permanent basis, regularly fueling rumors that the Belarusian army could also launch an attack on Ukraine.
