The Kremlin announced today that the window for its extension Black Sea Agreement for cereals closes and that the talks between the parties continue, but without any result.
Russia has repeatedly said it is preparing to withdraw from the deal on May 18 if its demands to ease restrictions on its own agricultural exports are not met.
Kremlin spokesman Dmitry Peskov told reporters today that the part of the deal dealing with Russia’s interests had not been implemented, but the dialogue was continuing.
“Russia’s position is well known, and that is that the agreement was extended for two months,” Peskov said. “The terms of the agreement concerning Russia’s agricultural sector are not being met.”
Peskov also said he was unable to say in what form, time and location the talks would resume, after a Ukrainian source told Reuters that the parties to the deal would meet on Wednesday.
“The contacts are continuing, but so far they have not brought any results,” he said.
Russia, among other demands it has made, has said it wants the state-owned agricultural bank Rosselkhozbank to be reconnected to the SWIFT international financial messaging system and the Tolyatti-Odessa ammonia pipeline restarted.
The West says its sanctions do not target Russia’s agricultural sector, but Moscow claims its agricultural exports have been hit by sanctions on its banks as well as supply chain and insurance sanctions.
