The report, due to be released today, says that while Russia’s ground forces are primarily engaged in the conflict in Ukraine, other types of attacks against Sweden cannot be ruled out.

Moscow has “lowered the bar for the use of military force and is showing a great appetite for taking great political and military risk” and “the ability” of Russia “to conduct operations with air and naval forces, long-range weapons and nuclear weapons against Sweden remains unscathed,” the report said, according to Swedish public television.
The chairman of the commission did not immediately respond when asked by Reuters news agency for comment.
Always according to SVT’s sources, the text outlines Sweden’s new defense doctrine, based mainly on NATO membership, while in the past it was based on cooperation with other Nordic countries and the EU.
