The head of the US Central Intelligence Agency CIA William Burns said today that discontent in Russia over the war in Ukraine is a once-in-a-generation opportunity to recruit spies – and that his agency is not letting it go to waste.

“Resentment with the war will continue to gnaw at the Russian leadership under a steady regime of state propaganda and repression,” Burns, a former US ambassador to Moscow, said in a lecture at British Ditchley Foundation in Oxfordshire, England.

“This discontent creates a once-in-a-generation opportunity for us at the CIA — at our core. We’re not letting it go to waste.”

Regarding ChinaBurns stated that disengagement from China would be foolish given the deep economic interdependence, therefore the United States they should try to diversify their supply chains.

“China is the only country that has both the intent to reshape the international order and, increasingly, the economic, diplomatic, military and technological power to do so,” Burns said.

“In today’s world, no country wants to be at the mercy of the ‘cartel of one’ for critical minerals and technologies,” he stressed. “The answer to this is not to disengage from an economy like China’s, which would be foolish, but to sensibly reduce risk and diversify by ensuring resilient supply chains, protecting our technological edge and investing in industrial capacity.”
