The second working day of the European Council has ended.

The European leaders discussed the situation in the Middle East for several hours, but it was not possible to adopt common conclusions on this issue.

“European leaders had a strategic discussion on the situation in the Middle East – an issue that will continue to concern them in the future. No conclusions were adopted, nor was such a thing foreseen,” according to a European source.

Today, the discussion was on the Middle East issue, along with general security and defense issues.

Yesterday, Ukraine and Moldova were given the green light to begin the long road to EU membership after Hungarian Prime Minister Viktor Orban walked out of the room for the remaining 26 heads of government to agree unanimously.

However, Orban has blocked any deal on the multi-year fiscal framework, sticking to his decision not to agree to 50 billion euros in additional aid for Kiev. According to European officials, this meant the EU was heading for an emergency summit in January.

In particular, there will be another European Council meeting early next year after leaders failed to find a budget solution to overcome Hungary’s veto. The decision to move the debate to January was made on the grounds that Budapest was not expected to move soon and there would be no deal at this session.
