The head of the United Nations High Commissioner for Human Rights, Volker Turk, called on Tuesday for immediate measures to de-escalate hostilities between Russia and Ukraine.

“The escalation of hostilities is alarming, dozens of civilians have been killed in Ukraine and Russia. International humanitarian law prohibits indiscriminate attacks and attacks against civilian installations,” the High Commissioner said via X (formerly Twitter).
The head of Volker Türk calls for immediate measures to de-escalate, to ensure the protection of civilians and respect for international law, he added.
The bombings, mainly in Kiev and the northeastern region of Kharkiv (Kharkov in Russian), came less than 24 hours after Russian President Vladimir Putin announced that Russian airstrikes would be “intensified” following an unprecedented attack on the Russian city of Belgorod.
The war has escalated in the past twenty-four hours, with Russia on Friday launching waves of raids on Ukrainian cities, including the capital, Kiev, with the official death toll of 39.
