Vladimir Putin directly blames Ukraine for the carnage in Moscow, saying it “is part of the attacks of the Kiev regime”.
As reported by Reuters, Putin admitted that the attacks were carried out by Islamic State, but added that officials do not know “who ordered them”.
“We are interested in who benefits from this,” Putin said, adding that the attack was an “act of intimidation.”
“This atrocity may be just one link in a whole series of attempts by those at war with our country since 2014 at the hands of the neo-Nazi regime in Kiev. Those who planned the attack hoped to sow panic and discord in our society, but they met with unity and determination to resist this evil,” the Russian president added.
