US officials: Russian troops in Donbas do not lead to wider sanctions

A Biden administration official told Reuters, however, that Putin’s decision to send peacekeeping troops to breakaway regions of Ukraine did not constitute a further invasion that would trigger a wider package of sanctions.

In particular, he said that sending troops to the breakaway regions does not deviate from what Russia has already done, and that is why broader sanctions are not being enforced.

“This is not a further invasion as it is territory they have already occupied,” the official said.

The United States will continue to diplomatically with Russia until the “tanks roll”, another US official told reporters.
