The head of European diplomacy, Josep Borrell, said that President Putin’s decrees on the so-called “peace mission” in the separatist territories is a “clear attack on Ukraine” and a violation of its territorial integrity and sovereignty.
Specifically, in a post on twitter, Josep Borrell states:
“President Putin’s decrees ordering a so-called peacekeeping mission in the so-called Donetsk and Luhansk democracies are another clear attack on Ukraine. violation of territorial integrity and its sovereignty. “The United Nations Security Council should convene as soon as possible.”

At the same time, the High Representative announced that the EU is going to decide today to impose the first sanctions against Russia, after the recognition of the separatist regions in eastern Ukraine.
Borrell said at the start of an EU forum on India-Pacific co-operation in Paris that he had convened an “extraordinary Foreign Affairs Council” which would meet “even here in Paris after the forum”.
“This afternoon the Council will decide on the sanctions that we will adopt (…) we must act quickly and swiftly, this afternoon here in Paris,” he said, adding that sanctions against Russia would be adopted “unanimously”.
