Hurricane Rafael has reached the southwestern coast of Cuba, accompanied by torrential rains and winds of up to 185 km/h.

Rafael “is expected to bring life-threatening storm surges, damaging winds and flooding to parts of western Cuba,” the US National Hurricane Center (NHC) warned.

As it did with Hurricane Oscar nearly two weeks ago, Cuba’s national power grid collapsed, causing blackouts and further chaos in the already battered country.

On Wednesday afternoon, huge waves battered the coast of Havana, flooding streets in the city’s historic quarter and gale-force winds uprooted trees, leaving much of the city dark and deserted.

Earlier, the hurricane hit the Gulf of Mexico near northern Mexico and southern Texas, according to the National Hurricane Center in Miami.
