At 4 pm New York Time (23:00 in Greece), The Security Council expected to vote on a resolution plan for war between Israel and Hamasdrawn up by the ten elected members of the Council (E10).
The text calls for immediate, unconditional and permanent ceasefire in the Gauzethe immediate, decent and unconditional release of all hostages held by Hamas and other groups, and the immediate and without restriction of all obstacles to the entry of humanitarian aid into the Gaza Strip.
It is recalled that on May 19, Israel announced that it will allow limited entry of humanitarian aid until a new mechanism of surrender, which is jointly designed with the US, stressing that Hamas is distracted by the humanitarian aid intended for the civilian population.
Under the aforementioned argument, Israel and the US were promoted a plan through a new private body, the Gaza Humanitarian Foundation (GHF), which bypasses the existing structures of the UN and its humanitarian partners.
However, most of the Council members express reservations about this mechanism.
GHF has begun distributing aid to selected points kept by US associates and Israeli armed forces.
The UN and its partners have refused to participate, describing this system as a “militarized distribution” that violates the humanitarian authorities and does not cover the scale and accessibility of existing mechanisms.
Since the start of the mechanism on May 27, there have been security incidents near GHF distribution points and some of them have led to civilians, according to the UN.
At the expense of the critical humanitarian situation, several members of the Security Council – Algeria, Slovenia and Guyana – have set up separate resolution plans. Following consultations, Algeria, Slovenia and Guyana agreed to promote a single resolution plan.
On May 27, Algeria, Slovenia and Guyana convened an E10 meeting to discuss it. Despite the disagreements in the wording of Hamas and the release of hostages, an agreement was reached.
This plan was bilaterally communicated to the five permanent P5 members of the Security Council. The US reportedly expressed reservations and raised terms, such as Hamas’ conviction and sought support for GHF.
The US also allegedly argued that the resolution initiative undermines negotiations on a new truce agreement for which the US is mediated.
France and the United Kingdom supported similar modifications, while Russia proposed deleting references to the IPC report referring to an impending famine in Gaza and Resolution 2735 of June 10, 2024, for which it had abstained.
Despite the US objections, the E10 considered the text the most balanced compromise.
During the vote today, the United States may veto the resolution plan.
Nevertheless, the E10 team is moving forward by sending a political message on the need for action by the Security Council, given the failure to reach a truce agreement and the ongoing humanitarian crisis in the Gaza Strip.
