The Trump government will abolish all USAID positions (United States Organization for International Development) overseas worldwide until September 30, in a dramatic restructuring of the remaining US foreign aid operations.
In a State Department telegram that came under the possession of the Guardian newspaper Tuesday, US Secretary of State Marco Rubio ordered the abolition of the entire international workforce of the organizationtransferring control of external aid programs directly to the State Department.
This directive affects thousands of USAID staff worldwide, including foreign services, contractors and local staff in more than 100 countries. Missions to US Embassies have been informed to prepare for the sweeping changes that will take place within four months.
“The Ministry of Foreign Affairs is optimizing procedures under Directive 38 on the decision of national security concerning the abolition of all USAID positions abroad,” the telegram said, adding that the ministry “will take responsibility for the planning of foreign aid previously taken over by USAid”.
The Foreign Ministry did not respond to a request for annotation.
Among those who licensed the telegram was Howard Van Vannken, a former ambassador to Botswana.
The decision to close the Organization comes after the abolition of 83% of USAID programs by the Trump government – under the so -called “Doge Department” – in a semi -leaflet after Donald Trump took over.
Rubio announced in March that 5,200 of the organization’s 6,200 programs worldwide were terminated, with the remaining initiatives being absorbed by the Foreign Ministry.
