French Foreign Minister Jean -Baro said that if Iran refuses to negotiate a strict and long -term framework for its nuclear program, then sanctions that were in force ten years ago may be re -entered into force.
As the French minister said, France – along with its European partners – may, with a letter to the UN restoring the global embargo against Iran. In particular, Jean Noel Baro referred to the “Snapback” mechanism, a process that gives the UN Security Council the jurisdiction of international sanctions against Iran. The clause joined the 2015 Vienna Agreement, following long negotiations between the Iranian regime and the five permanent members of the Security Council (USA, China, Russia, France, the United Kingdom) and Germany, at the initiative of the Obama government. Guaranteed by Resolution 2231 of the Security Council, this agreement provides for the removal of sanctions against Tehran in exchange for the Iranian regime’s commitment not to conduct nuclear activities for military purposes. In the event of a violation of Iran, this mechanism allows for a snapback of all sanctions, without any other state to veto.
According to Resolution 2231, each “participating state” in the Vienna Agreement may apply to the Security Council with a complaint of “significant violations of commitments” by another participating state. Within 30 days of the relevant “notification”, the Council must vote on a resolution plan that officially aims to confirm the lifting of sanctions. However, if the complainant state wishes to reset, it can veto against the resolution by blocking the confirmation of lifting.
