President Jair Bolsonaro (no party) sanctioned on Monday (22) the law that creates the gas allowance, aimed at families enrolled in CadÚnico, with monthly family income per capita less than or equal to half the national minimum wage (BRL 1,100, in 2021) or who receive the BPC (Continued Payment Benefit).
According to the text published in the Official Gazette of the Union this Monday, the payment of the benefit will preferably be made to the woman responsible for the family.
The aid will preferably be granted to families with women victims of domestic violence who are under monitoring of urgent protective measures.
Families benefiting from the gas allowance will be entitled, every two months, to an amount corresponding to a portion of at least 50% of the average national reference price of the 13 kg LPG cylinder, established by the Price Survey System of the ANP (National Agency for Petroleum, Natural Gas and Biofuels) in the previous six months. The law will run for five years.

There will be no registration for this aid. To be entitled to the benefit, in the amount of up to 50% of the 13 kg gas cylinder, the family must:
1 . Be registered in the CadÚnico and with the registration updated
- A family that earns up to half the minimum wage per person (BRL 550 in 2021) or up to three minimum wages of full monthly income (BRL 3,300) can be registered in the CadÚnico
- To enroll in the Cadastro Único, a person in the family must be responsible for providing the information of all members of the household to the interviewer
- This person, called the Head of the Family Unit (RF), must be at least 16 years old, have a CPF or voter registration card, and preferably be a woman
- Registration is normally done at city halls, at Cras (Social Assistance Reference Center), or at a service post of the Cadastro Único and the Bolsa Família Program
- It is necessary to present identification document, such as CPF, RG or Voter’s Title
2. Have a member who receives the BPC
- Created in 1993 by Loas (Organic Law of Social Assistance), the BPC (Continued Cash Benefit) is paid by the INSS (National Social Security Institute) to elderly people over 65 or people with disabilities in a situation of social vulnerability
- The amount due monthly is one minimum wage.
- In order for the disabled to receive the BPC, an evaluation by the INSS doctors is required
- In addition to meeting the criteria of age and disability, as well as the social vulnerability situation, the citizen must also be registered in the CadÚnico
Form of payment
- There is still no set date for the start of payment for the gas voucher
- The amount must be paid in the same way as the Auxílio Brasil
- The duration of the program is 5 years.
- An installment will be paid every two months
