After the lack of a quorum in the CCJ (Constitution and Justice Commission), which blocked the attempt to vote on PEC 110 of the tax reform this Tuesday (31), the matter should not return to the agenda this year, according to people who follow the process in the Senate.
The outcome was seen as proof that an issue of this magnitude cannot advance in an election year. It was also seen as a defeat for Rodrigo Pacheco (PSD-MG), president of the Senate, and Davi Alcolumbre (União-AP), president of the CCJ.
The inclusion of PEC 110 on the agenda of this Tuesday’s commission had encouraged entities such as the CNI (National Confederation of Industry). The CNI carried out a survey that points out dozens of supporters in the private sector such as CNSaúde (National Health Confederation), Febraban and 49 national sectoral industry associations, in addition to entities representing the Tax Authorities. The matter has already received 252 amendments, of which almost 70 were accepted, but there is still no consensus.
On the other hand, Cebrasse (Central Brasileira do Setor de Serviços), which opposes the proposal, claims that Pacheco and the rapporteur, Roberto Rocha (PT-MA), would be pressuring Senate leaders to approve the text in the CCJ without adjustments, to make changes in plenary at a later date.
“Leaders of the service sectors think that the proposal does not make sense and that all the adjustments need to be settled still in the CCJ and that it advance in the opportune moment and not on the eve of the election”, says Cebrasse in a note.
