President Jair Bolsonaro (PL) said this Tuesday (7) that the entire federal civil service should be without readjustment this year.
The declaration comes after comings and goings in studies to increase the salary of all civil servants, after just a few police categories, closer to the president, in this year in which he seeks to be reelected.
“Am sorry, [mas] From what everything indicates, it will not be possible to give any readjustment to the server this year”, said Bolsonaro, in an interview with SBT.
“But it’s already in our legislation sending it to parliament, LOA [Lei de Orçamentária Anual] etc, that for next year we will have readjustments and restructuring”.
Last week, the federal government blocked the execution of R$ 8.7 billion of the 2022 Budget in order not to breach the spending ceiling, which prevents federal spending from growing above inflation.
The measure includes the amount of R$ 1.7 billion originally intended for the readjustment of civil servants – reinforcing the difficulty of granting increases to civil servants in the face of fiscal limitations.
The cut mainly affects the ministries of Science, Education and Health.
The president wanted to please police careers and, initially, the planned readjustment would only contemplate the Federal Police, Federal Highway Police, and Depen.
After pressure from other careers, the government’s main tendency became to give everyone a 5% readjustment – with the possibility of an addition to police officers.
Last week, the Chief Executive indicated that he would withdraw from this possibility.
“I appeal to the civil servants, I recognize your work, but the strike will not be a solution, because there is no money in the Budget. I am the first president to have a ceiling in the Budget. Others did not, they could readjust, I cannot”, stated.
Bolsonaro had been advised not to privilege careers in an election year, at the risk of getting too angry. The political cost, however, of a readjustment considered low by the civil service has become higher, say government officials.
