Bolsonaro signs decree to shield himself from possible crime with benefits in election year

by

President Jair Bolsonaro (PL) signed a decree this Monday (27) to allow the AGU (Advocacy-General of the Union) to give the final opinion on the legality of government actions in an election year.

The measure was designed to try to shield the Chief Executive from the possible commission of a crime by creating or expanding benefits in the election year.

The legislation establishes several restrictions for all governors on the eve of the electoral dispute and there is fear in the government that these predictions will be violated if Bolsonaro increases Vale Gás and Auxílio Brasil and creates aid to help truck drivers amid the high fuel prices.

These measures are seen in the Executive as a way to improve the image of Palácio do Planalto and make Bolsonaro increase the numbers in polls of intention to vote.

The chief executive has appeared behind former president Lula (PT) in all surveys and, in the latest Datafolha poll, he appeared with 19 percentage points below the PT.

For this, the government has been trying to find solutions to enable the creation of social benefits.

One of the possibilities suggested is to include the institution of aid for truck drivers, for example, in a PEC (proposed amendment to the Constitution), which would help to reduce electoral questioning. The expectation is to include between 700 thousand and 900 thousand autonomous truck drivers with the valley.

Generally, opinions on this type of public policy are given by the legal advisors of the ministries involved in the discussions. Now, the final word will rest with the AGU, which is headed by Bruno Bianco, a career official at the agency and the president’s trusted man.

The government reported that the decree “establishes a flow of consultation with the Attorney General of the Union on proposals for normative acts that generate doubts as to compliance with the electoral and financial legislation applicable at the end of the term”.

“In the last year of the presidential term, all government officials are faced with the limitations of electoral legislation and financial legislation. Among the normative restrictions, there are provisions whose contours are ambiguous and generate many doubts in practical application”, said the Executive. .
