An increase in food aid for federal civil servants is no longer possible since the month of July. The LRF (Fiscal Responsibility Law) prevents any readjustment in the last semester of a government.
The possibility of raising from R$ 458 to R$ 900 the value of the food allowance in the Federal Executive had been suggested by the minister of the CGU (General Controllership of the Union), Wagner Rosário, on June 24, in a closed event of the Week of Discussions of the Operational Plan for 2023.
The measure would be a palliative after the federal government did not grant the 5% readjustment in the salaries of the entire civil service, discarded by Jair Bolsonaro (PL) on June 13.
Asked about the possibility of a readjustment later this year, the Ministry of Economy replied that “according to the relevant legislation, readjustments of any nature are prohibited until the end of the year”. The CGU did not comment on the matter and forwarded the demand to the Economy.
Article 21 of the LRF says that it is not allowed to adopt measures that result “in an increase in personnel expenses in the 180 days prior to the end of the term of office of the holder of the Executive Power”. As the current presidential term ends on December 31, there are only 177 days left.
The pressure for a readjustment in the salaries of civil servants began after President Jair Bolsonaro promised an increase only for police officers with federal careers, which triggered reactions in several categories.
Central Bank employees went on strike, which was only ended earlier this month before the legal deadline for granting the readjustment.
