See what changes with the approval of the Auxílio Brasil PEC

The Chamber of Deputies concluded this Wednesday (13) the vote on the PEC (proposed amendment to the Constitution) that creates a voucher for truck drivers and taxi drivers, doubles the value of Auxílio Gás and increases Auxílio Brasil to R$ 600 by the end of the year, at an estimated cost of R$ 41, 25 billion. After voting in two rounds and analyzing the highlights (amendments that proposed changes to the text), the PEC goes on to be promulgated, in a session that only formalizes the approved measures – which should take place in the coming days.

The government is preparing to pay the new Auxílio Brasil and Auxílio Gás amounts in August, but the date for payment of the R$ 1,000 aid for truck drivers and the voucher for taxi drivers is still uncertain. There is a chance that the payment to truck drivers will come out in July.

1) BRAZIL AID WILL INCREASE TO BRL 600

  • Increase of the minimum amount from BRL 400 to BRL 600 between August and December of this year
  • The first payment of the Auxílio Brasil of R$ 600 is scheduled to be made between August 18 and 31, according to the end of the NIS (Social Identification Number)
  • The cost of expanding Auxílio Brasil is estimated at R$ 26 billion from August to December
  • The government promises to eliminate the program’s queue and expects to include just over 2 million families, but the final number will depend on how many will be effectively qualified within the stipulated period. The Executive recognizes that the queue should not be empty for a long time
  • In addition, the official numbers do not count the queue in the queue, which are the people waiting to be part of CadÚnico, the gateway to having the benefit.

2) GAS ALLOWANCE OF BRL 120 EVERY TWO MONTHS

  • The amount of the benefit paid every two months will double, to about R$ 120 per bimester
  • The first payment is also scheduled for August, between the 18th and 31st of August, on the same dates as the Auxílio Brasil
  • Currently, the benefit is 50% of the average value of the 13 kg cylinder. The amount paid in June was BRL 53
  • According to the proposal, the extra amount will be valid from July 1 to December 31, 2022
  • The cost of the measure is R$ 1.05 billion
  • Whoever wins the Auxílio Brasil and is also entitled to the Auxílio Gás – around 5.7 million families today – must withdraw BRL 720 in August, October and December, as provided for in the PEC

3) TRUCKERS WILL HAVE ASSISTANCE OF BRL 1,000

  • Benefit of R$ 1,000 will be paid to self-employed truck drivers registered as TAC (Autonomous Cargo Carrier) until May 31 of this year at ANTT (National Land Transport Agency). Truck drivers who registered after this date will not be included.
  • Payment is expected to be made by the end of July.
  • The Ministry of Infrastructure prepares a list of beneficiaries, based on the ANTT registry, but it still needs to disclose how this aid will be paid
  • This registry has autonomous truck drivers, but also owners of vans and other smaller vehicles. The biggest challenge is to identify who is actually active
  • The cost is R$5.4 billion, but for truck drivers’ representatives, the voucher does not solve the category’s problem.

4) AID FOR TAXI DRIVERS

  • The proposal provides for a financial aid of R$ 2 billion to taxi drivers, granted between July 1 and December 31.
  • There is no estimated time for the payment to start yet.
  • The PEC establishes that the aid will be paid to duly registered taxi drivers until May 31, 2022, but does not detail the amount that will be paid individually.

5) SUPPLEMENTATION FOR THE ALIMENTA BRASIL PROGRAM

  • Will transfer more resources to the program, formerly called the Food Acquisition Program
  • Cost of BRL 500 million

6) MONEY FOR FREE TRANSPORTATION FOR THE ELDERLY

  • It authorizes the transfer of funds to guarantee free access to the elderly in municipal and intercity public transport in metropolitan regions. Gratuity, provided for by law, is already in effect today
  • The cost of the measure is R$ 2.5 billion

7) TRANSFER OF FUNDS TO THE ETHANOL SECTOR

  • Transfer to states to offset cuts in ethanol tax rates and maintain fuel competitiveness
  • The cost of the measure is BRL 3.8 billion

8) STATE OF EMERGENCY DECREE

  • Enables the payment of new benefits, such as assistance for truck drivers, even in an election year
  • State of emergency aims to protect the government in cases of legal challenges for violating electoral legislation.
