The platform for the training of 80,000 unemployed was opened: Step by step the process

Today, Wednesday 27 July 2022 at 17:00, it started the electronic submission of unemployment claims for participation in the “new generation” upskilling programs in digital and green skills.

The program, with a total budget of 100 million euros, aims at the vocational training of 80,000 unemployed people and is implemented within the framework of National Recovery and Resilience Plan “Greece 2.0” with funding from the European Union NextGenerationEU.

Of the 100 million euros of the total budget, 50 million euros – which will cover 40,000 unemployed – are allocated to the Education and Lifelong Learning Centers (KEDIVIM) of the 14 HEIs that have declared participation in the program, while the remaining 50 million euros will be allocated to 181 specially licensed Lifelong Learning Centers owned by either private individuals or social partners, through whose programs the remaining 40,000 unemployed will be covered.

“The objective of the action is the qualitative upgrading of the knowledge and skills of the unemployed through continuing professional training programs that meet the needs of the economy, in order to strengthen their employability and to achieve their work reintegration faster” notes the Public Employment Service (DYPA), in its press release.

Right to apply to join for registration in Register of Beneficiary Unemployed, Phase 1have those who meet at least the following conditions:

1. They are registered in the Unemployment Register of DYPA

2. They are over 18 years old

3. They are graduates of at least compulsory secondary education.

Each training program may require additional conditions for the participation of the beneficiaries. The platform will remain open until the prescribed positions are filled.

Specifically, any unemployed person who is interested is invited to proceed with the following steps:

Complete and submit electronically the “Participation Application”, through the Unified Digital Portal of the Public Administration (gov.gr) in the path: Home/Education/Training and educational content/Registration in the Register of Training Beneficiaries through the K.E.DI.BI. M of A.E.I. and the licensed K.D.V.M. incoming with TAXISnet codes.

Attaches: 1) Copy of a valid Identity Card-Passport (identification), 2) Copy of a high school diploma, at least, of Compulsory Education or a higher degree, and 3) Responsible Declaration via gov.gr, in which he will declare that he does not attend and/or has attended another training program financed by the Recovery & Resilience Fund, under action 16913 “SUB 2: Horizontal Upskilling Programs for targeted population groups” and has not attended a training program in the same subject, during the last 2 years before publication of this invitation

Attach a certificate of knowledge of the English language, if you have it.

He keeps the proof of submission of his application, which states the “Participation Application Submission Code” (KAWAS), as well as the exact date and time of its submission. The KAVAS code is strictly personal and unique for each participation application, it is the proof of its submission and is used instead of the applicant’s name in all documents.

Beneficiaries who submit an application by August 22 and if they meet the basic conditions for participation, will be included in the Register of Beneficiaries, Phase A, which will be issued on August 25.

Beneficiaries will then be able to choose the training program they wish to attend, from the list of offered training programs displayed to the beneficiary, according to the educational level (compulsory education graduate, secondary, tertiary, etc.), as well as the other academic qualifications that he himself has declared. This list will be constantly updated.

The selection of the unemployed and their registration in the Register of Beneficiaries will take place in the order of priority of application submission, as long as the individual conditions for participation in the training program they choose are met (such as unemployment, educational level, knowledge of a foreign language, where required, etc.) and until exhaustion of the offered seats.

Each trainee will attend a theoretical training program concerning the development of digital and green knowledge and skills, with a total duration of up to 200 hours, which must be completed within 3 months at the latest. The implementation will be carried out with live training at a rate of at least 35% and with the method of distance education (e-learning), which will include at least 35% synchronous and up to 30% asynchronous distance education.

Beneficiaries who will complete the training are required to participate in the certification exams. Each beneficiary who completes the Vocational Training Program and obtains the Knowledge and Skills Certification is entitled to receive an educational allowance amounting to 5 euros/hour of training, so for a 200-hour program it reaches 1,000 euros.

According to DYPA, “the six main innovations of the “new generation” training programs are:

1. A part of the payment of providers and beneficiaries – namely 30% – is linked to the certification. Only if the beneficiary passes the certification exams will they receive the full training allowance, both themselves and their chosen training provider.

2. The Register of Training Providers is activated, which provides for strict qualitative and quantitative criteria in terms of the technical and financial adequacy of the providers.

3. The ‘gamut’ of training options is substantially widened, with more than 250 different subjects in high demand and an increased emphasis on digital and ‘green’ skills.

4. The possibility is given for certification by major international technology companies, following the collaborations of DYPA with Microsoft, Amazon, Google and Cisco.

5. The providers will now be evaluated for whether they contribute to upgrading the skills of the beneficiaries and whether they actually lead the beneficiaries to the labor market.

6. Finally, for the first time all training programs are checked by an independent body, in order to ensure the quality of the educational material provided.
