Bolsonaro regulates Auxílio Brasil loan without setting interest limits

President Jair Bolsonaro (PL) regulated consigned credit to beneficiaries of the Auxílio Brasil program, which replaced Bolsa Família. The regulation, published in the Official Gazette this Friday (12), does not define the limit that banks and financial institutions may charge interest.

The government had already established that beneficiaries may commit a maximum of 40% of the benefit amount. According to the decree, the Ministry of Citizenship may, if it deems it necessary, establish a lower limit. The agency will also be responsible for defining which benefits and assistance received by the family will be considered as a basis for calculating the limit that can be committed to the loan.

Beneficiaries may have more than one loan or financing discount, as long as it does not exceed the 40% limit.

The decree does not define a date on which banks and other financial institutions will be able to start offering the new loan and establishes that the federal government will not be held responsible if the payroll loan is not paid. according to Sheet anticipated, institutions already pre-register for the loan, with interest of up to 79% per year.

Bank will require regular CPF

To take out the loan, it is mandatory that the family member enrolled in Auxílio Brasil has a valid CPF number, considered regular in the CadÚnico records (government registration for social programs).

According to the decree, it will also be up to the Ministry of Citizenship to establish the formalities to qualify financial institutions; the deadlines for the start of discounts; the value of administrative charges; training mechanisms and alerts for the financial education of beneficiaries; how the discount will be in the case of temporary or permanent interruption of Auxílio Brasil; and the conditions for contracting the loan.

Earlier this month, Bolsonaro sanctioned, with vetoes, the law that authorizes the granting of payroll-deductible loans to beneficiaries of Auxílio Brasil. The measure was passed by Congress in July.

Auxílio Brasil is one of the main bets of the president’s re-election campaign. The value of the minimum benefit increased from R$400 to R$600 between August and December.
